The Office of the Hanoi People's Committee has just issued Notice No. 721/TB-VP dated November 10, 2025 on the conclusion of Vice Chairman of the City People's Committee Nguyen Manh Quyen at the meeting to review "pot" markets, "temporary" markets and inspection and testing centers in the City.
Accordingly, Vice Chairman of the City People's Committee Nguyen Manh Quyen directed as follows:
General assessment: Market management, food safety assurance and related conditions are areas of high social significance, directly affecting people's lives, urban order and public health, requiring drastic, synchronous and regular and continuous participation of the entire political system.
The City People's Committee acknowledged and commended 71 communes and wards for seriously implementing and reporting that there are no more "gourd" or "temporary" markets in the area; at the same time, criticized the units (communes and wards) that have not reported and have not issued a Clearance Plan, requesting the units to seriously learn from experience, urgently implement, and ensure timely completion as proposed by the Department of Industry and Trade.
Regarding the final handling of "pot" markets, "temporary" markets and the development of a network of traditional markets:
Assign the Department of Industry and Trade to urgently urge communes and wards to request the completion of additional reports, ensuring accurate data, reflecting the current situation; preside over, review, and summarize the needs for investment in the construction of traditional markets in localities that are still lacking, localities need to completely handle the situation of "gourd" markets and "temporary" markets, and integrate them into the 2026 Market Construction Investment Plan.
Assign the People's Committees of communes and wards to take full responsibility for developing roadmaps and organizing the complete clearance of existing "hammer" and "temporary" markets, associated with investment and development of the network of traditional markets according to the plan. Developing market operation regulations must link the responsibility of traders with the Market Management Board for food origin, goods origin and food safety; for large-scale markets, it is necessary to study the arrangement of rapid testing rooms (labbrooms) at the market.

Assign the Department of Industry and Trade to preside over and coordinate with the Department of Finance to guide the People's Committees of communes and wards to implement the above contents; research and advise on mechanisms to encourage people to go to markets to shop, encourage traders to do business in markets, including considering proposing free parking for vehicles and vehicles and applying service fees at traditional markets at appropriate levels.
Regarding the review and investment in Inspection and Testing Centers:
The general orientation is to review, arrange, and form a number of large-scale Centers, reasonably allocate them to the city's areas, ensure sufficient capacity, "refined, compact, strong", be invested synchronously and systematically, effectively serving the state management of food safety, market management and other areas directly related to people's health.
Assign the Department of Health to preside over and urgently research and advise on the investment plan to build a regional inspection and testing center located in Hanoi according to international standards; at the same time, preside over and coordinate with relevant departments and branches to study and propose a comprehensive plan for reviewing, arranging, and investing in upgrading existing centers of the City according to the above orientation.
Assign the Department of Finance to preside over research and consult on the mechanism for managing investment expenditures, regular expenditures, fee collection regimes, and other sources of revenue in the operations of the Centers.
Assign the Department of Industry and Trade to study and propose a mechanism for management and payment of costs, inspection, examination and testing tasks to serve market management.
Regarding the formation and investment of warehouses for temporary storage of exhibits and evidence
Assign the Department of Planning and Architecture and the Department of Finance to continue to urgently review the contents related to the formation of the City's Concentrated Depository of Exhibits and Evidence (regarding land fund, planning, arrangement of functions, investment mechanisms, procedures, etc.); report and propose to the City People's Committee according to the specific contents directed in Notice No. 339/TB-VP dated July 29, 2024.
Assign the Hanoi Department of Finance to preside over and, based on the provisions of the Capital Law and related laws, research and propose policies and mechanisms for managing confiscated assets and exhibits (including assets and exhibits confiscated as food) to avoid the situation of long-term storage causing damage and waste.
Regarding information and propaganda work: Requesting the city's press and radio agencies to strengthen communication work, build specialized pages and columns to monitor and regularly and substantially reflect on the field of food safety and market management.
