Vice Chairman of Hanoi: Clearing toad markets and temporary markets must be done drastically, some localities are not active

Hanoi leaders said that the handling of the situation of entomomological markets and temporary markets in some localities has not been proactive, many localities have not reported according to regulations.

On November 5, Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen chaired a meeting with sectors to review the need to completely handle the situation of "parastard markets", "temporary markets" and slaughterhouses that do not ensure food safety and urban aesthetics conditions.

According to the report of the Department of Industry and Trade, in October, 28 spontaneous business locations were cleared in 7 communes and wards (Giang Vo, Khuong Dinh, Chuong My, Phuc Son, Son Dong, Hat Mon, Quoc Oai). Thus, by the end of October 2025, there are still 223 free-range markets and business locations in 50 communes and wards.

The Department of Industry and Trade classifies groups of spontaneous toad markets and business locations and proposes a roadmap for clearance as follows: In 2025, there will be 175 toad markets and spontaneous business locations with about 50 business households affecting traffic safety and order, urban civilization.

In the first quarter of 2026, 31 spontaneous toad markets and business locations were cleared with 50-100 households; in the second quarter of 2026, 16 spontaneous toad markets and business locations with over 100 households were continued to be cleared; 1 temporary market proposed to operate under control until the main market project was completed (Xuan La temporary market, Tay Ho ward).

Currently, the Department of Industry and Trade continues to urge 64 units that have not issued a plan to completely handle spontaneous market and business locations in the area to synthesize and seek opinions from relevant units before submitting to the City People's Committee for approval.

Speaking at the meeting, Vice Chairman of the City People's Committee Nguyen Manh Quyen requested that the handling of the situation of ticket markets and temporary markets must be methodical, drastic, regular and continuous. Up to now, localities have not been active, many localities have not reported according to regulations.

The Department of Industry and Trade needs to review to have accurate data; the locality still has pests and temporary markets, and recommends that the sectors coordinate to plan to completely clear them in 2026.

According to the Vice Chairman of the City People's Committee, to clear the toad market, temporary market, spontaneous business points, it is necessary to build a replacement for a people's market. The Department of Industry and Trade has included newly built traditional markets in the investment portfolio, while calling for socialized investment. If businesses cannot participate, localities are required to have a budget investment plan.

When building new markets, there needs to be a plan to support traders; develop market management regulations; ensure the origin of commercial goods and regulations on food hygiene and safety.

Regarding the centralized slaughter facility, Vice Chairman of the City People's Committee Nguyen Manh Quyen suggested that the sectors build mechanisms, policies, as well as sanctions so that business people and small traders understand and participate.

Along with that, there should be a policy to call for businesses to participate in socializing investment in modern slaughterhouses, meeting advanced technical standards.

The Department of Health shall preside over and coordinate with relevant departments and branches to urgently research and advise the City People's Committee to invest in building a regional inspection and testing center located in Hanoi, with large scale, sufficient capacity to control and evaluate food safety, inspect goods quality, identify real - fake goods and serve market management.
