Hanoi proposes to exempt first-time emission testing for motorbikes and mopeds

Hanoi - The city assigned the Department of Construction to develop a plan to allocate resources to exempt first-time emission testing for motorbikes and mopeds in the area.

Vice Chairman of the City People's Committee Bui Duy Cuong has signed and issued an official dispatch on the implementation of Decision No. 13/2026/QD-TTg dated April 2, 2026 of the Prime Minister.

Accordingly, the City People's Committee requests the Department of Construction to develop a plan to develop a system of emission testing facilities for motorbikes and mopeds to ensure sufficient meeting the needs of testing in the area, in accordance with the actual conditions in the locality. Organize the implementation of emission testing for motorbikes and mopeds in the managed area; inspect and supervise the implementation of emission testing for motorbikes and mopeds.

Along with that, receiving and managing information systems to serve the management of emission control of motorbikes and mopeds; receiving inspection facilities information, emission control data of motorbikes and mopeds from the Ministry of Construction, City Police to perform state management functions and administrative violation penalties.

The Department of Construction advises the City People's Committee to implement the Resolutions of the City People's Council on stipulating a number of transport development policies; stipulating policies to support the conversion of road transport vehicles from using fossil fuels to using clean energy and encouraging the use of public transport.

At the same time, preside over and develop a plan to support low-income groups in replacing vehicles that have been in use for many years and are at high risk of pollution when they do not meet emission levels in the managed area; a plan to allocate resources to exempt first-time emission testing for motorbikes and mopeds in the area.

The City Police directed the police force to inspect and control motorbikes and mopeds participating in traffic to comply with the emission levels specified in Decision No. 13/2026/QD-TTg and low emission zones; based on the inspection data shared by the Vietnam Register to handle cases of violations of emission level regulations according to current legal regulations.

The City Police has a plan to share registered data (motorbikes, mopeds) with the Department of Construction, Department of Agriculture and Environment.

The Department of Finance coordinates with the Ministry of Finance (the presiding unit) to contribute opinions and develop preferential policies on taxes and fees; direct and indirect financial support policies to develop emission testing facilities for motorbikes and mopeds, and support users to switch vehicles (when requested).

The Department of Science and Technology is the focal point for working with the Ministry of Science and Technology to conduct research and review national technical regulations on fuel to amend and supplement them in accordance with the roadmap for applying emission levels. Inspect emission measurement vehicles according to the provisions of law on measurement to meet the inspection of emissions from motorbikes and mopeds, in accordance with the roadmap for applying emission levels specified in Decision No. 13/2026/QD-TTg and regulations on low emission zones.

The Department of Industry and Trade is the focal point working with the Ministry of Science and Technology to manage, inspect, and supervise the quality of fuel when circulating in the market.
