After press reports about the situation of trucks carrying soil spilling mud and soil onto the road, causing environmental pollution and potential risks of traffic unsafety, the Hanoi City Project Management Board for Investment and Construction of Technical Infrastructure and Agriculture Works (Project Management Board) has issued a document requesting relevant units to urgently rectify.
According to Document No. 533 dated March 16, the Project Management Board requests supervision consulting units and contractors constructing emergency projects in Hanoi City to seriously implement environmental sanitation measures during the excavation and transportation of soil.
Currently, the Project Management Board is being assigned by the Hanoi People's Committee to implement 7 urgent construction projects to solve urban flooding. In which, lake digging and soil transportation play an important role, deciding the construction progress of the projects.
However, through actual inspection on March 16 and information from the press, at some projects, vehicles transporting soil from the Me Tri 2 main lake area and Phu Do lake to the gathering area of the Ha Dong Cultural - Amusement, Entertainment, Sports Park Project have allowed mud and soil to spill onto the road. As a result, some traffic participants slipped and fell, affecting the safety of people's travel.
Faced with the above situation, the Project Management Board requests contractors to strictly implement the cleaning and spraying of soil transport vehicles at both the departure and arrival points before leaving the construction site or landfill. In case the requirements are not met, transportation is absolutely not allowed.
In addition, supervision consulting units are required to strengthen inspection and close supervision of the construction process, and be responsible to the Project Management Board and functional agencies if violations occur.
In addition to environmental requirements, the Project Management Board also requested contractors to focus manpower, machinery, and materials to accelerate the construction progress of key items, striving to complete projects before April 30, 2026 according to the direction of the City Party Committee and Hanoi People's Committee.
