Through verification, the Traffic Police Department determined that the car owner was an agency in Cao Bang province and invited driver H.Q.A (23 years old, residing in Nung Tri Cao ward, Cao Bang) to the headquarters to work.
Driver H.Q.A admitted to driving car 11A-008.XX (green background, white letters) with illegal parking violations according to the content reflected by the people; Consciently complying, agreeing to be handled according to the provisions of law.
The Traffic Police Department of Cao Bang Provincial Police has made a record of administrative violation for the act of: Parking in places with no-stopping and no-parking signs. Based on point e, clause 3, Article 6, Decree No. 168/2024/ND-CP of the Government, the penalty level is 900,000 VND.
Regarding the license plate with numbers covered in mud on the license plate, the driver said that he had just taken agency officials on a long, bad, and muddy road for work.

If there are still images or clips in the following days or the time after the vehicle stops and parks but still leaves the license plate covered, then there will be a basis to establish the violation of attaching a license plate covered with letters and numbers.
