On the night of December 24, the Traffic Police Department (CSGT) - Hanoi City Police issued a notice of traffic diversion to serve the 11th National Patriotic Emulation Congress, term 2026 - 2031.
Accordingly, the 11th National Patriotic Emulation Congress will take place from December 26 to December 27, at the National Convention Center - No. 2 Thang Long Boulevard (Tu Liem Ward, Hanoi) and Quan Ngua Sports Palace - No. 30 Van Cao (Ngoc Ha Ward, Hanoi).
To ensure security, safety, and smoothness in serving the Congress, Hanoi City Police announced traffic diversion and organized directions for all types of vehicles, as follows:
Time of organizing temporary ban and restriction of vehicles:
December 26: From 1:30 p.m. to 11:00 p.m.
December 27: From 06:30 to 12:30
Routes temporarily banned and restricted to vehicles:
Temporarily ban trucks with a total designed weight of 1.5 tons or more, passenger cars with 16 seats or more (except for buses, garbage collection vehicles, incident handling vehicles, vehicles with protection badges, vehicles of the Public Security and Military forces and other priority vehicles as prescribed by law) and limit other vehicles participating in traffic on some routes:
Pham Hung (section from Pham Hung - Me Tri to Pham Hung - Tran Duy Hung), Thang Long Avenue (lane adjacent to the National Convention Center; section from Pham Hung - Tran Duy Hung to Thang Long - Le Quang Dao Avenue access road), Do Duc Duc, Mieu Dam, Lieu Giai, Van Cao (lane adjacent to the Horse Sports Palace), Tran Duy Hung, Nguyen Chi Thanh, Kim Ma, Nguyen Thai Hoc, Tran Phu, Hung Vuong, Chu Van An, Dien Bien Phu, Nguyen Tri Phuong, Doc Lap, Hoang Van Thu, Nghi Tam, Thanh Nien, Hoang Hoa Tham (section from Hoang Hoa Tham - Tam Da slope to Hoang Hoa Tham - Hung Vuong), Van Phuc, Le Hong Phong, Hoang Dieu, Le Duan, Hang Long, Tran Binh Trong, Tran Nhan Tong (section from Tran Nhan Tong - Quang Trung to Tran Nhan Tong - Le Duan), Tran Hung Dao (section from Tran Hung Dao - Quan Su to Tran Hung Dao - Da Tuong), Trang Thi (section from Trang Thi - Tho Nhuom to Trang Thi - Quang Trung), Pham Ngoc Thach (section from Pham Ngoc Thach - Xa Dan to Pham Ngoc Thach - Dao Duy Anh) and Dao Duy Anh.
To ensure security and safety for the Congress, Hanoi Police require traffic participants to be proactive and strictly comply with the Law on Road Traffic Order and Safety;
When encountering priority vehicles that are giving priority signals to go on duty, they must urgently change direction to the right side of the road in the direction of travel, or to the nearest level crossings and intersections according to the instructions of the authorities to give way to the priority vehicle group.
During the Congress, Hanoi City Police organized guides for vehicles to go around and avoid prohibited and restricted areas along the route, as follows:
Vehicles from the eastern provinces (Hai Phong, Hung Yen, Bac Ninh, ...) to the northern, western, and northwestern provinces (Phu Tho, Thai Nguyen, Tuyen Quang, ...) travel along the route:
Thanh Tri Bridge - Hanoi Expressway, Bac Giang - National Highway 18 - to Phu Tho, Thai Nguyen provinces, ... and vice versa.
Vehicles from the eastern provinces (Hai Phong, Hung Yen, Bac Ninh, ...) to the western and northwestern provinces (Phu Tho, Son La, Dien Bien, ...) travel along the route:
Thanh Tri - Do Muoi - Ngoc Hoi - Phan Trong Tue - Buu Bridge - Phuc La - Van Khe - Quang Trung - National Highway 6 - to Phu Tho, Son La provinces or Ngoc Hoi - National Highway 1A - Provincial Road 427 - National Highway 21B (Cenco 5) - National Highway 6,... and vice versa.
Vehicles from Vo Van Kiet Street, Thang Long Bridge to Thang Long Avenue:
Follow Pham Van Dong - Ho Tung Mau - Cau Dien - National Highway 32 - Provincial Road 70 - to Thang Long Avenue and vice versa.
