On the morning of April 9, 2026, Hanoi Police held a meeting to assess the progress of implementing the plan to solve bottlenecks in urban order and traffic congestion in the area.
Head of the Staff Department of Hanoi City Police - Senior Lieutenant Colonel Bui Nhat Quang said that functional forces have synchronously deployed many tasks and solutions; maintained deployment at 266 locations, operating 188 traffic intersections in real time. Specifically, from March 19 to April 7, 2026, the force handled more than 13,000 violations, fined over 44 billion VND; the camera system detected more than 3,800 violations.

In the field of urban order, the detection and handling of violations through cameras and people's feedback has been promoted. Functional forces have handed over more than 5,400 violation images for handling, "cold fines" for about 3,900 cases, with a total fine of more than 4.3 billion VND. Many streets have been renovated and more spacious. However, the situation of re-violations is not uniform between localities; acts such as displaying goods encroaching on sidewalks and letting vehicles violate regulations are still common.
Speaking at the conference, Lieutenant General Nguyen Thanh Tung - Director of Hanoi Police emphasized that handling bottlenecks, especially in the field of traffic safety and urban order, is an important political task, requiring the synchronous involvement of the entire political system. At the same time, it is required to innovate deployment methods, not to do it in a campaign style but to implement it regularly and continuously, handle it thoroughly, and prevent violations from recurring.
At the conference, delegates focused on presentations, clarifying the achieved results, difficulties, obstacles and proposing solutions in the coming time. The content of the presentation focused on issues such as handling makeshift markets, spontaneous business points; deploying a "dual-use" model to serve static traffic; applying camera surveillance systems; solving the situation of sidewalk and road encroachment, gathering waste, and construction materials; organizing traffic diversion and regulation in construction areas and frequently congested routes.
Lieutenant General Nguyen Thanh Tung acknowledged the active involvement of units, contributing to creating clear changes in traffic safety and urban order. He requested departments, branches, and localities to continue to accelerate the progress of projects and schemes; improve the responsibility of heads; thoroughly resolve hot spots, prevent prolonged and repeated violations. The commune-level police force needs to continue to promote its core role, strengthen patrols and inspections, and maintain the area after handling.
Emphasizing the requirement to thoroughly handle existing problems, avoiding the situation of "kidnapping and abandoning", the Director of Hanoi City Police requested units to review and correctly assess the causes; clearly assign people, clearly assign responsibilities, and clearly set deadlines; and at the same time strengthen inspection, post-inspection, and handle responsibilities to the end.
