In the To Lich river basin, where 52 more inundation points occurred in the inner city, the city is deploying the installation of pumping stations for 12 regulating lakes. By April 30, 2026, the entire regulating lake will be dredged and pumping stations will be installed to proactively lower the water level before rain. Many localized inundation points such as Tran Duy Hung tunnel and Thang Long Avenue are also supplemented with regulating pumping stations.
According to Director of the Department of Construction Nguyen Phi Thuong, the city's drainage system currently only reaches about 20% compared to the general plan. Among the 4 main basins including: Ta Day, Huu Day, To Lich River and North Red River, only the To Lich River basin (77km2) is relatively fully invested; the remaining basins are still in the investment phase, lacking synchronization in terms of culverts, pumping stations and regulating lakes.
The whole area has 48 key pumping stations, but only 9 large stations have been put into operation, 6 stations are under investment, and the rest are small items. The regulating lake system according to the plan needs 5,050ha but only 1,010ha has been implemented, reaching about 19%. When the storms at the end of 2024 caused rainfall exceeding the designed capacity, the city has seen 220 flooding points, of which 91 points are managed by the city and 119 points belong to communes and wards.
Over the past time, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of Hanoi People's Committee Vu Dai Thang has repeatedly directly gone to the scene of drainage projects and regulating lakes, requesting to speed up construction and put them into operation soon to serve flood control.
Chairman of the City People's Committee Vu Dai Thang requested contractors to maximize their capacity, increase manpower and equipment, organize "3 shifts, 4 teams" construction in favorable locations, take advantage of the weather, and accelerate the progress of key items. Along with that, special attention must be paid to ensuring the quality of the project, labor safety and environmental sanitation, and not running after the schedule to affect the long-term quality of the project.
The timely completion of these projects will directly serve flood prevention and control in the 2026 rainy season, while improving the quality of life of people, creating a premise for sustainable urban development" - Chairman of the City People's Committee Vu Dai Thang emphasized.
During the field inspection, Politburo Member, Secretary of the City Party Committee, Head of the Hanoi National Assembly Delegation Tran Duc Thang repeatedly emphasized that each drainage and flood control project is not only an infrastructure project but also a measure of people's trust in the government.
Through the inspection of the construction item of the drainage line from DT4 road in Tay Ho Tay urban area to Hoang Quoc Viet road; Yen Nghia 1 regulating lake and La Khe canal, Secretary of the City Party Committee Tran Duc Thang emphasized that if it is not completed on schedule, the risk of flooding will disrupt people's lives and businesses.
At the Yen Nghia 1 regulating lake project, Secretary of the City Party Committee Tran Duc Thang requested specialized sectors to review and complete the spatial planning around the lake in a synchronous direction in terms of traffic infrastructure, walking paths, green trees, lighting, and community living space. When completed, the regulating lake must become a landscape highlight, a true green space for people to play, exercise, and relax.
At the construction site of the La Khe canal project, Secretary of the City Party Committee Tran Duc Thang directed Ha Dong ward and the Project Management Board to clearly report on the current pollution situation, direct discharge points into the canal, cases of encroachment on corridors, illegal construction, to develop a plan for thorough handling, with a roadmap and specific steps. Violations must be inspected, dossiers are made and strictly handled.
