Standing Vice Chairman of Hanoi People's Committee Duong Duc Tuan has just signed and issued Decision No. 834/QD-UBND approving the Investment Project to build a road according to the plan from Duong right dike through road 181 at Linh Quy pagoda to Dai canal, Gia Lam district (now Thuan An commune).
The project aims to improve traffic flow, promote socio-economic development in Thuan An commune, gradually improve the quality of economic structure towards urbanization, contribute to completing the traffic network in Thuan An commune according to planning, limit traffic congestion and maintain traffic order and safety in the commune.
The road is invested and built with a length of about 2.55km. The starting point of the route Km0+00 intersects with the corridor road at the foot of the right Duong dike, the ending point of the route intersects with the road along the Dai canal.
The cross-section scale of the road is 23m wide. This is an urban-level road, the main road type in the area. Design speed is 50km/h.
The City People's Committee requests the organization of management and implementation of investment projects in accordance with the contents of this decision and the regulations of the State and the city on investment project management and construction, construction quality management, construction investment cost management, investment evaluation supervision, community supervision; implement investment projects on schedule and with quality in accordance with current legal regulations.
Thuan An Commune People's Committee and consulting units are fully responsible before the law for the capacity of organizations and individuals performing surveys, preparing investment projects, appraising investment projects; accuracy of data in the feasibility study report; rationality of design solutions in the basic design of the investment project and legality of dossiers submitted for appraisal and approval.
Continue to coordinate with investors of related investment projects to agree on design plans for items to ensure synchronous connection of technical infrastructure systems inside and outside the investment project area to improve investment efficiency, avoid duplication and waste; have appropriate construction organization measures, ensure traffic safety, labor safety and minimize impact on people's lives in the investment project area.
The Department of Construction performs the responsibility of managing construction quality according to its functions and tasks and in accordance with current regulations; receives and manages infrastructure assets of construction items formed from investment projects according to management decentralization and puts them into operation and maintenance according to regulations; supplements the volume of construction management and maintenance work into the infrastructure system management and maintenance bidding package according to the managed area.
Other relevant city departments and agencies coordinate and guide investors to implement investment projects in accordance with current regulations; be responsible for state management under their management field for tasks related to the investment project implementation process.
