The Hanoi People's Committee has just issued Official Letter 4895 guiding the giving of gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day on September 2.
According to the directive, the gift giving must be completed by September 1, 2025. In case there are objective reasons, people will still receive gifts after this deadline, but no later than September 15, 2025.
The subjects and levels of gifts are implemented according to the provisions of Clauses 1 and 2, Article 1 of Resolution No. 263/NQ-CP dated August 29, 2025 of the Government. The entire process must comply with the instructions of the Ministry of Finance in Official Dispatch No. 13578/BTC-NSNN dated August 29, 2025 on giving gifts to people on this important occasion.
The City People's Committee assigned relevant agencies and units to urgently organize implementation: Hanoi City Police deploy specialized tasks, direct the Commune-level Police to coordinate with the People's Committees of communes and wards to give gifts to the right subjects, safely, without accident.
The Department of Finance ensures adequate balance of resources, including the additional central budget with targets and local budget sources. At the same time, advise the City People's Committee to decide to allocate and supplement the budget for communes and wards to spend on gift giving, based on the list of citizens in the National Population Database provided by the Police.
The State Treasury of Region I coordinates with the Department of Finance, People's Committees of communes, wards and commercial banks where the Treasury opens an account to ensure timely payment and payment to beneficiaries in both bank transfer and cash.
The State Bank of Vietnam, Region I branch, directs commercial banks, especially those where the State Treasury opens accounts, to coordinate with localities and the Treasury to make payments to people quickly and smoothly.
The People's Committees of communes and wards preside over and coordinate with the police force and relevant agencies to organize gift giving in accordance with the provisions of Resolution 263/NQ-CP and the Instructions of the Ministry of Finance. At the same time, proactively assign tasks to affiliated departments and units to implement in accordance with the actual local situation; synthesize the settlement of gift giving funds in the 2025 budget settlement.
The City People's Committee emphasized that this is an important task, with urgent progress. Therefore, agencies, units and People's Committees of communes and wards must focus on implementation, ensuring completion on time as prescribed, contributing to spreading the meaning of the important historical event - 80 years of the August Revolution and National Day September 2.
