Phu Tho Provincial People's Committee has just announced the conclusion of Vice Chairman of the Provincial People's Committee Quach Tat Liem on inspecting the construction progress and compensation, support and resettlement work of the project: Hoa Binh - Moc Chau expressway (section from Km19+000 - Km53+000 in former Hoa Binh province).
One of the notable highlights is the construction progress of the project.
Accordingly, Deo Ca Group Joint Stock Company (Deo Ca Group) is the contractor for the construction of Tunnel No. 2 at Km38+116.
For this unit, Phu Tho Provincial People's Committee requested the Hoa Binh Area Project Management Board to direct and urge the contractor to prepare a detailed construction progress table, urgently mobilize human and material resources to construct the project to compensate for the delayed volume, ensuring the completion of the project according to the set plan.
Contractors must regularly report on the construction deployment situation in writing and in images 2 times/week for control and management.
Along with Deo Ca, Son Hai Group Co., Ltd. (Son Hai Group) is the contractor for the construction of Tunnel No. 3, section Km50+544 - Km51+246.
According to Phu Tho Provincial People's Committee, currently Son Hai Group has not been able to access the West Gate of Tunnel No. 3 due to problems with official roads in Pa Puoc village, Van Ho commune, Son La province.
To solve this problem, Phu Tho Provincial People's Committee assigned the Hoa Binh Regional Project Management Board to preside over and coordinate with the Son La Provincial Traffic Construction Investment Project Management Board, Van Ho Commune People's Committee and related units to urgently inspect, review, and promptly resolve difficulties and obstacles according to the provisions of law, completing before March 25, 2026.
Promptly report proposals and advise and submit to the Provincial People's Committee for contents beyond their authority.
In addition to the above 2 contractors, at the Hoa Binh - Moc Chau Expressway project, VNCN E&C Construction and Technical Investment Joint Stock Company is the contractor for Bridge 37+433 and Km39+535.868.
Currently, the construction progress of this contractor is very slow, not meeting the project's progress requirements.
Phu Tho Provincial People's Committee requests the Hoa Binh Area Project Management Board to direct and urge contractors to strengthen and mobilize sufficient materials and personnel, and accelerate construction teams to complete all underwater drilled piles before June 15, 2026, to ensure conditions for constructing the next work items before the water level of Hoa Binh lake rises and accumulates water.
Phu Tho Provincial People's Committee emphasized that the weather is currently very favorable, requesting the Hoa Binh Area Project Management Board to direct more drastically contractors to mobilize maximum machinery, equipment, and manpower to accelerate construction progress at locations that have been handed over land, striving to complete the project ensuring progress and quality according to the set schedule.
At the same time, there are strict handling measures according to the provisions of the Bidding Law, the Construction Law, Decree No. 16/2022/ND-CP dated January 28, 2022 of the Government stipulating administrative penalties for construction and current legal regulations, for contractors who are behind schedule and affect the construction progress of the project.
