After reorganizing the two-level local government, the People's Committee of Hai Duong province issued a plan to reorganize public service units under the People's Committees of districts, towns, cities and public service units located at the district level to streamline the organization and improve operational efficiency.
The entire public, elementary and public junior high school managed by the district People's Committee will transfer the status quo to the People's Committee of the commune and the new ward where the school is headquartered. The school has many odd points that will determine the management according to the headquarters position. In the immediate future, high quality junior high schools also transferred to commune administrative units to manage. The Department of Education and Training will summarize and evaluate the performance to propose appropriate models, avoid wasting facilities and human resources.
12 district-level vocational education - continuing education centers will be transferred to the Department of Education and Training for management, reorganized according to the inter-commune and ward areas. The Community Learning Center continues to be managed by the People's Committee at the commune level.
Hai Duong province plans to establish 64 Commune-level Cultural and Sports Centers, including 12 inter-commune centers located in communes and wards with existing cultural institutions and the remaining 52 centers in new commune-level administrative units. Workers are arranged from existing units such as the District-level Cultural, Sports and Communications Center and the Chi Linh City Children's House.
The agricultural sector divides the district-level Agricultural Service Center into two areas: animal husbandry - veterinary medicine and crop cultivation - plant protection. Establish 6 inter-commune stations for each area, without increasing units or headquarters. Agricultural promotion officials are divided into stations according to their expertise, without establishing separate stations.
The three Monument Management Boards in Chi Linh City, Cam Giang District, Kinh Mon Town will be dissolved. Special national relics are transferred to the Con Son - Kiep Bac Relic Management Board; the remaining relics are handed over to the People's Committees of the communes for management. 12 District-level Construction Investment Project Management Boards are reorganized into Project Management Boards for areas under the province.
The health system is kept stable, continuing to maintain commune health stations and 5 regional general clinics as at present. District-level multi-functional health centers are managed and reorganized by the Department of Health in inter-commune areas.
12 branches of the District Land Registration Office will be reorganized according to the inter-commune area. Hai Duong Transport Enterprise is required to complete equitization before July 1, if not completed, it will be temporarily transferred to the Department of Finance for management.
The Provincial People's Committee assigned departments, branches and localities to complete the arrangement project before June 15.
