On March 8, the People's Committee of Quang Tri province confirmed that, on behalf of the Prime Minister, Deputy Prime Minister Tran Hong Ha has just signed Decision No. 542/QD-TTg dated March 7, 2025 recognizing Hai Lang district, Quang Tri province as meeting new rural standards (NTM) in 2024.
The Deputy Prime Minister assigned the People's Committee of Quang Tri province to be responsible for announcing and rewarding according to regulations; directing the People's Committee of Hai Lang district to continue to maintain and improve the quality of criteria, focusing on economic and environmental criteria to ensure sustainability in the construction of new rural areas.
As of 2024, Hai Lang district has had 15/15 communes meeting and maintaining the NTM standard, 3 communes meeting the advanced NTM standard, Dien Sanh town meeting the civilized urban standard. The average GRDP per capita of the district reached 74.5 million VND, the poverty rate was only 3.19%, the economic growth rate reached 12.3%, the district met the criteria of the national criteria for NTM districts.
Hai Lang is targeting the province's industrial district, the core area of the Southeast Quang Tri Economic Zone with many key projects. This economic zone has had 19 projects put into operation, with a total investment capital of VND1,150 billion; more than 30 projects have been granted investment policy decisions and are implementing procedures for investment and construction, with a total investment capital of VND150,464 billion.
By the end of 2024, the whole province has 76/101 communes meeting the NTM standard, of which 23 communes meet the advanced NTM standard, 5 communes meet the model NTM standard, the average of the whole province's criteria is 16.5 criteria/commune, 3 districts have been recognized as meeting the NTM standard before: Cam Lo, Vinh Linh and Trieu Phong.
