In order to ensure stability in organization and maintain operational efficiency in the initial phase of merging Hai Duong province and Hai Phong city, the Department of Home Affairs of Hai Duong has conducted a review, synthesis and recommended that the Provincial People's Committee agree on the policy of allowing some professional departments to continue working in the province.
According to the proposal, 1,177 people working at agencies and units under the provincial government in Hai Duong will continue to work in the locality after the merger. This group includes 173 civil servants, 736 public employees and 268 contract workers - mainly positions with direct professional tasks, regularly handling on-site work, meeting specific criteria.
At the same time, the Department of Home Affairs also proposed to arrange 1,165 cadres, civil servants, public employees and workers to work in Hai Phong City - where the new Political - Administrative Center is expected to be located. Of these, there are 767 civil servants, 260 public employees and 138 contract workers.
The Department proposed that the Provincial People's Committee direct relevant units to prepare a plan to organize and operate the apparatus in accordance with the new model after the merger. Agencies and units will continue to review and evaluate work effectiveness to arrange and reassign personnel, ensuring harmony between professional requirements and actual conditions.
In particular, the proposal also emphasizes the need to consider flexibly for some individuals with special circumstances but with sufficient professional capacity and suitable for the working position, in order to create conditions for stable psychology and life for the staff during this period.
