The People's Committee of Hai Duong province has just proposed to use about 57.6 billion VND from the budget to support 1,883 cadres, civil servants, public employees and workers who have to move to Hai Phong city to work after the merger of the provincial administrative boundary between Hai Duong and Hai Phong, expected to start from July 1, 2025.
According to the proposal, the beneficiaries of support are those working in Party agencies, authorities, the Fatherland Front and socio-political organizations that are subject to transfer to the new Political - Administrative Center located in Hai Phong City. The average support level is about 5.1 million VND/person/month, of which 2.3 million VND is for travel support (buses or contract vehicles) and 2.75 million VND is for living support.
The subjects of application include cadres, civil servants, and public employees in the payroll quota and receiving salaries from the state budget; contract workers at public agencies and organizations before January 15, 2019 and some cases who are entitled to the same regime as civil servants. The condition to receive support is that employees have worked at the new administrative center for 14 days or more in a month.
The support amount is not used to calculate social insurance, health insurance, unemployment insurance or other regimes and allowances. The payment will be made monthly, from the time of official arrangement until December 31, 2025.
The proposal for support expenditure is considered necessary to create favorable conditions for cadres, civil servants, public employees and workers to work with peace of mind, contributing to maintaining the operation of the administrative apparatus in a stable and smooth manner after the merger.
Previously, Hai Duong province had a plan to arrange and assign new working headquarters to relevant agencies and units and requested the completion of the relocation within two days of June 28 and 29, 2025.
