Hanoi - The Chairman of Hanoi City requested the Department of Education and Training to ensure sufficient conditions for students to eat and drink while staying at school due to flooding and cannot return home.

The Chairman of the Hanoi People's Committee has just issued a telegram on the urgent implementation of overcoming the consequences of natural disasters in the city.

According to the Official Dispatch, from September 29 to September 30, Hanoi City had moderate to heavy rain. According to data from the Vietnam Disaster Monitoring System, the rainfall from 7pm on September 29 to 7pm on September 30 was generally from (100-300)mm, in some places over 350mm, causing local flooding in many areas, greatly affecting people's lives and production and business activities.

Currently, the water level of the Bui River has reached level III, the Tich River has reached level II and is on the rise. Along with that, many areas have been submerged in water due to prolonged rainwater and rocks, and have been flooded with water, posing a high risk of landslides and rockslides.

In order to proactively respond to and overcome the consequences of natural disasters, floods, inundation, and landslides to ensure the safety of people's lives and property and the State in the city, the Chairman of the Hanoi People's Committee requested directors, heads of city departments, branches, and sectors, Chairmen of People's Committees of wards and communes to faithfully perform a number of the following tasks:

Mobilize all necessary forces and means, urgently and seriously implement the work of responding to and overcoming the consequences of rain, floods, inundation, landslides and other types of natural disasters and incidents in the city, quickly stabilize the normal life of the people;

Direct the strengthening of the on-duty work, regularly report the implementation results to the Hanoi People's Committee, the City Civil Defense Command, and the Department of Agriculture and Environment according to regulations.

Chairmen of People's Committees of wards and communes focus on reviewing and accurately recording damage and impacts caused by natural disasters and incidents; promptly using resources according to the "4 on-site" motto to respond, overcome the consequences, and provide relief to ensure people's lives in the area according to regulations. Pay special attention to flooded, isolated areas, areas affected by incidents and landslides in the past.

The Director of the Department of Agriculture and Environment directs and guides localities to synchronously deploy response measures, overcome consequences, restore agricultural production; focus on solutions to overcome damage and impacts and promptly and effectively implement harvesting for rice and crops that are vulnerable to damage caused by floods.

The Director of the Department of Construction directs the coordination with the Hanoi Police and related units to deploy solutions to overcome and quickly resolve local flooding points, ensuring smooth traffic in the city.

The Director of the Department of Education and Training presides over and works with relevant agencies and local authorities to direct training institutions and schools that are affected to organize the sending of students home.

In case the children have to stay at school, it is necessary to agree with the family, ensure sufficient conditions for them to live and work until the water recedes and return home; develop a learning program to balance and arrange appropriately to ensure the time and quality according to regulations; ensure security and safety for the children when they return and the students stay at school.

The General Director of Hanoi City Power Corporation directs coordination with the Department of Industry and Trade to ensure power infrastructure, promptly fix power incidents, ensure adequate and safe power supply for production and daily life of the people; prioritize power supply for domestic pumping stations to serve drainage and flood control.

The Director of the Department of Health directs hospitals to be ready to pick up and drop off patients; be ready to receive, provide emergency care and treatment for people in need; preside with relevant agencies and local authorities to direct and mobilize all classes of people to participate in the work of quarantine, disinfection, and cleanlining of the health and environment after natural disasters.

The Chief of Office of the City Civil Defense Command coordinates with the competent authorities of the city's Departments, branches and sectors to closely monitor the situation, proactively coordinate and mobilize forces and means to support localities in responding to natural disasters and incidents according to assigned functions and tasks.
