Minh Chau island commune, Hanoi City temporarily closed the road through the spillway, proactively responding to the circulation of storm No. 10, protecting the safety of the people.

In the face of the complicated developments of the circulation of storm No. 10 (Bualoi) causing heavy rain, rapid water surges and the risk of deep flooding in low-lying areas, the People's Committee of Minh Chau commune has decided to temporarily close the road from Vinh Phu - Phu Tho to Minh Chau commune through the spillway, and at the same time requested people to absolutely comply with regulations on ensuring traffic safety and proactively adjust travel schedules.

Determining that "safe living is paramount", Minh Chau commune has activated the disaster prevention and control plan according to the level, mobilizing local forces to deploy response early. Villages, schools, cooperatives and households along rivers and dams are required to increase monitoring of weather developments and review areas at risk of flooding and landslides.

The commune's Disaster Prevention and Search and Rescue Shock Force is on duty 24/24 hours; organize regular inspections at vulnerable points such as spillways, ferry terminals, riverbanks, low-lying areas, promptly remind and prevent people from passing when the water rises. The grassroots communication system increases the frequency of issuing flood warning bulletins, instructing on safety skills when taking a boat, crossing the dam and harvesting agricultural products before flooding.

At the same time, the People's Committee of the commune directed people to harvest vegetables early, reinforce barns, raise assets and reserve necessities. Livestock and aquaculture households along the river are encouraged to move cages and livestock to safe locations.

At Minh Chau ferry terminal, authorities have increased control of vehicles and passengers; strictly prohibit spontaneous vehicles carrying people across the river during flood warnings. Schools proactively review facilities and be ready to adjust teaching schedules when the weather turns bad.

The People's Committee of the commune also requested to reserve life jackets, foam buoys, flashlights, medicine and rescue vehicles, and establish regular communication channels with the police, military and health to be ready to handle emergency situations.

The Commune Military Command maintains on-site shock forces, ready to support rescue and overcome the consequences of natural disasters. The commune police coordinate with villages to control flooded areas and landslide areas, especially ferry terminals, determined not to allow people and vehicles to pass through if safety is not guaranteed.

The People's Committee of the commune recommends that all people regularly update weather information, strictly follow the instructions of the authorities; do not travel, fish, collect firewood, gather in areas with deep flooding or at risk of landslides; and proactively protect property, crops and family life.

With the motto " proactive - timely - safe - effective", Minh Chau commune is synchronously implementing many solutions to minimize damage and protect absolute safety for people against the circulation of storm No. 10.
