The pouring rain from dawn to afternoon on September 30 turned many streets of Hanoi into rivers.
According to Lao Dong Newspaper reporters, until more than 11pm on September 30, many inner-city streets in Hanoi such as Duong Dinh Nghe, Pham Hung, Me Tri... were still submerged in water. The severe flooding caused vehicles to stall, people wandered around at night, causing chaos in traffic.
At the Duong Dinh Nghe - Pham Hung intersection, hundreds of motorbikes and cars were parked in the entire area. Many vehicle owners do not dare to continue moving because they are afraid that water entering the engine will stall. The remaining vehicles could not continue moving because the vehicles had stalled before and had to wait for rescue.



By midnight, flooding on many roads was still receding very slowly. Many people are worried about when they will be able to return home.
Ms. Le Thi Ha (working in Cau Giay ward) said that flooding caused her to be stuck in the Pham Hung - Duong Dinh Nghe street area from 2pm.
"Heavy rain caused the road to become a river, motorbikes could not move, and cars stalled in large numbers. I and many others had to carry the water-combed hammocks to the knee. Dirty water, floating garbage, and some deeply flooded sections are very dangerous" - Ms. Ha said.
After a long wait of 10 hours, the 38-year-old woman just hoped the water would recede soon so she could return to her family.


delivery driver Nguyen Dinh Manh was also stuck with hundreds of people at the intersection of Pham Hung - Duong Dinh Nghe.
He said that the flood on Me Tri Street was half a wheel, causing his car to stall while traveling here at 5pm. Taking him to the dry section, Mr. Manh tried his best but could not start the engine.
"The car is broken but we don't know where to park it. It was late at night, calling for help but waiting a long time because too many people were like me. I work as a delivery person, every time there is a flood like this, I lose income and pay for car repairs, it is extremely miserable" - Mr. Manh confided.





There was a case of a limousine driver transporting passengers from Hanoi to Hung Yen whose engine stalled on Duong Dinh Nghe Street from 4pm. As of 11am, the problem had not been resolved.
"Customers on the bus had to wait for 5 hours. Everyone is impatient, some people have to call their relatives to pick them up by motorbike, but if there is a flood like this, I can't bear to" - Mr. Bui Van Huy (a driver from Ninh Binh), shared.
Even driver Huy himself was helpless, only knowing to call for help but had not seen it.
"This flooded road affects not only the people in the inner city but also the passengers going to the province, causing damage both money and time" - Mr. Huy added.
