Support for relocating people's assets at night
In the face of the complicated developments of storm No. 10 combined with flood discharge from upstream, on the evening of September 30, Mr. Bui Thai Son - Chairman of the People's Committee of Minh Chau commune, Hanoi City directly went to the facility to inspect, grasp the situation and support people to evacuate their assets to safe areas, limit possible damage caused by flooding.
The working group surveyed the ferry terminal area of Minh Chau commune along with some low-lying areas at risk of deep flooding, affecting people's lives and travel.
At the scene, Mr. Son requested the authorities to closely coordinate in monitoring water levels, preparing means of assistance and ensuring safety for people, especially households living along the river, ferry terminal areas and traffic routes at risk of flooding.
Mr. Bui Thai Son said that proactively deploy response plans, mobilize militia, police, and village staff to be on duty 24/7; at the same time, assign specialized departments to inspect drainage systems, review vulnerable locations to promptly handle and limit damage.

Through inspection, the working group recorded some points where the water rose, but the situation was still under control. The commune continues to closely monitor weather developments, maintain warning information to people and activate disaster prevention and control plans according to the "four on-site" motto.
In the villages affected by riverside and low-lying areas, the working group including police forces, military, offices, agricultural cadres, village heads and organizations coordinated to review each livestock household, encouraging people to proactively move poultry to high and safe areas according to the commune's natural disaster prevention and control plan.
"Protecting people's lives, property and production activities is a top priority. Timely relocation of assets such as poultry flocks not only helps limit economic damage but also prevents the risk of epidemics after storms," said Mr. Son.
The functional forces of Minh Chau commune have also supported people to reinforce temporary barns, prepare food reserves and arrange safe gathering points for large numbers of poultry.
Many households are helped to transport by boat, official vehicle and vehicles of the militia. At the same time, the People's Committee of Minh Chau commune continues to closely monitor weather developments, maintain 24/7 duty, be ready with response plans for all situations, determined to minimize damage to livestock.
The police and military forces of Minh Chau commune promptly support people in harvesting crops, minimizing damage caused by floods
In the face of the complicated developments of the circulation of storm No. 10, prolonged heavy rain that could cause flooding of many crop areas in the area, the Commune Police force coordinated with the Military Command of Minh Chau commune to promptly go to the grassroots to support the people in harvesting, in order to minimize economic damage.
Immediately after receiving the direction of the Commune People's Committee, the police and military forces mobilized officers and soldiers to production areas in low-lying villages, along rivers, and alluvial plains to help people harvest vegetables and short-term crops that had just reached the harvest season.

Not only directly collecting agricultural products in the fields, the police and military forces also support the transportation of crops to high, safe places. In the process of helping people, the authorities also propagated and advised people not to go to the fields when the water rose, not to harvest during dangerous flood times; proactively protect lives and property. Support work is implemented according to the motto " timely - safe - effective - leaving no one behind".
In parallel with supporting the harvest, the commune police and military forces also coordinated to inspect and remind people not to travel in the spillway area, not to pick firewood, not to fish in deep or fast-flowing water; at the same time, instruct people to reserve necessities, protect livestock and prepare conditions to cope with prolonged floods.
In the face of the complicated developments of the circulation of storm No. 10 (Bualoi) causing heavy rain, rapid water surges and the risk of deep flooding in low-lying areas, the People's Committee of Minh Chau commune has decided to temporarily close the road from Vinh Phu - Phu Tho to Minh Chau commune through the spillway, and at the same time requested people to absolutely comply with regulations on ensuring traffic safety and proactively adjust travel schedules.
