Waiting for expansion
The project to upgrade and expand Linh Nam road (Hoang Mai district) was approved by the Hanoi People's Committee in 2013.
By August 2024, the Hanoi People's Committee had approved an adjustment to the implementation time of the Linh Nam Road Upgrade and Expansion Project according to the plan, to be completed in 2027.
The reason for the adjustment is due to difficulties and obstacles in site clearance, leading to the project not ensuring progress.

The project is about 3.4km long, starting at Tam Trinh intersection and ending at Nguyen Khoi dike intersection. Part of the route (from Vinh Hung intersection to Nguyen Khoi dike) is the section of Hanoi Ring Road 2.5.
According to the plan, Linh Nam Street will be expanded on the basis of the existing road, with 2 sections with cross-sections of 22.5m and 40m respectively (meeting 4-6 lanes).
According to Lao Dong, Linh Nam Street is a vital route connecting Thanh Tri Bridge area, Ring Road 3 with the center of Hanoi, but the road width is only about 7-8m, and has degraded.

Ms. Le Thi Hong (54 years old, Tran Phu ward, Hoang Mai) said that the road is narrow, with many vehicles, especially large cars, so if they are just careful, accidents can easily happen.
For many years, people traveling on this road have been "waiting for a long time" for the day the road will be widened, spacious and ensure their lives.
"The project to upgrade and renovate Linh Nam road was implemented more than 10 years ago but has not been implemented yet, while people are worried every day when passing through here" - Ms. Hong said and hoped that the government would soon remove obstacles in implementing the project's vehicle construction, so that people's travel would be safe and convenient.
Focusing on site clearance
To implement the project, the People's Committee of Hoang Mai district must reclaim over 98,000m2 of land from 829 households and 19 organizations located in Mai Dong, Vinh Hung, Linh Nam, Tran Phu wards.
According to the Hoang Mai District Land Fund Development Center, by the Lunar New Year 2025, the compensation and support work for site clearance for the project has been basically completed.
Currently, there are only a few cases where land has been recovered in Linh Nam and Vinh Hung wards that have not agreed with the decision approving the compensation and resettlement support plan of the District People's Committee.
In Vinh Hung ward, the authorities have reclaimed 26,544m2 of land from 323 households and 3 organizations.
To date, 149 households have announced land reclamation (of which 62 households have signed investigation records and technical records, 52 households have signed investigation records but have not signed technical records and 35 households have not coordinated with the investigation).

The leader of Vinh Hung Ward People's Committee said that in dialogues and mobilizing people to coordinate in counting and verifying the origin of land use, many households still have concerns related to compensation prices and resettlement policies. Specifically, the compensation price for land is not close to reality, the resettlement housing is far from the center, and the quality is not guaranteed.
On the other hand, 100 households with agricultural land have not yet provided documents and records related to land origin, but some cases still request compensation for 100% of land and construction prices according to residential land prices.


In Linh Nam ward, the site clearance working group measured and counted 144 cases. There are 22 cases where no notice of land reclamation has been issued because the person whose name is on the land use right certificate has died and his children and grandchildren are living abroad, making it difficult to contact and appoint the owner.
Currently, the People's Committee of Linh Nam Ward is also focusing on speeding up the project implementation progress, gradually mobilizing people to comply with land laws.
For cases that have received compensation but have not yet handed over the site, the authorities will continue to mobilize, and it is expected to complete the land acquisition work in March 2025.
