The project to build a different-level intersection between Ring Road 3.5 and Thang Long Avenue, Hoai Duc District was approved by the Hanoi People's Council in a resolution on investment policy from 2022.
The project aims to complete the planned traffic infrastructure system, connect and exploit it appropriately with the built infrastructure; reduce congestion, contribute to accelerating the formation of urban areas in the area.
The project has a total investment of VND 2,384 billion, implemented in the period of 2022-2026, with the Hanoi Civil Works Construction Investment Project Management Board as the investor.

Regarding the scale of construction investment, the intersection includes turbine branches combined with direct underpasses. In particular, the underpass is in the direction of Ring Road 3.5 (Hoang Tung Street) to National Highway 32, the route heart is overlapping with Hoang Tung Street, including 4 lanes with a total length of 975m.
The section under Thang Long Avenue will be designed with a closed tunnel of 150m long; Hoang Tung Street will be designed with an open tunnel of 157.5m long, a retaining wall of 220m long; National Highway 32 will be designed with an open tunnel of 157.5m long and a retaining wall of 200m long.
The remaining part of the project is the wheel abutment, the turbine branch bridge bearing the prestressed reinforced concrete beam with a length of more than 2,350m on 4 branches. The width of the bridge is 8.8m, with 2 lanes for motor vehicles and a reinforced concrete retaining wall with a length of 619m/8 behind the abutment.

Up to now, Ring Road 3.5 (Hoang Tung Street) has been completed and put into use. As for Ring Road 3.5, the section from Thang Long Avenue to National Highway 32, it is still under construction.
This is one of the important projects in Hoai Duc district, started in 2017. The project has a total length of 5.5km, a total investment of about VND1,800 billion, with the People's Committee of Hoai Duc district as the investor.

The report of the Hoai Duc District Construction Investment Project Management Board said that the Ring Road 3.5 project (phase 1), which started construction on October 28, 2017, is now estimated to have reached 90% of the contract volume.
Phase 2 started construction on January 28, 2019, and the estimated implementation volume is about 80%.
With phase 3, the implementation period is from 2022-2025 (started on June 30, 2023), the construction has now reached about 40% of the volume.

According to the investor's representative, the project's progress is delayed due to problems in site clearance.
At the Ring Road 3.5 project (phase 2), although construction started in 2019, up to now, the section from Km5+020 - Km5+300 has not been handed over the site due to the Vuon Chuoi Archaeological Site.

In March 2024, with the permission of the Ministry of Culture, Sports and Tourism, the People's Committee of Hoai Duc district organized the groundbreaking ceremony for the excavation and relocation of the Vuon Chuoi archaeological site. The package implementation period is 330 days, expected to be completed in the first quarter of 2025.
In addition, the Ring Road 3.5 project (phase 3) needs to reclaim land from 6 enterprises in the An Khanh Industrial Cluster, but so far only 4/6 enterprises have been counted.
Currently, Hoai Duc district is coordinating with relevant parties to speed up the site clearance progress to hand over to the project contractor.
For sections without land clearance, the investor is directing project implementation units and contractors to urgently construct in the form of "shelving". It is expected that Ring Road 3.5 will be completed in 2025.
