The Kim Dong - Giai Phong underpass construction project (Hoang Mai district, Hanoi) started construction in October 2022. The project has a total investment of 778 billion VND, invested by the Hanoi Traffic Construction Investment Project Management Board.
This is the 5th underpass in the capital built from 2009 to present, after the Kim Lien, Trung Hoa, Thanh Xuan, and Le Van Luong tunnels.
The Kim Dong - Giai Phong underpass has a total tunnel and approach road length of 890m in the direction of Ring Road 2.5, of which the closed tunnel is 140m long and the open tunnel is 320m long. The section through the tunnel has 2 lanes each way, 3.5m wide/lane, the section outside the tunnel has 3 lanes each way, 3.5m wide/lane.

According to the representative of the Hanoi Traffic Construction Investment Project Management Board, after more than 2 years of construction, the project has reached more than 60% of the volume.
The project has completed the approach road in Dinh Cong area, the contractor is currently focusing on constructing a tunnel between the intersection and the approach road in Kim Dong street.
"The project is being implemented on schedule, expected to be completed in 2025" - said a representative of the Project Management Board.

Previously, there were many concerns that when the underpass was completed, it would have to "shelter" the connecting road, because the Ring Road 2.5 project (Dam Hong - National Highway 1A section) had been unfinished for many years, and there was no sign of construction returning.
The project is invested in the form of a BT (build - transfer) contract with a length of 2.06km, with a total investment of more than 1,300 billion VND. Started in 2014, expected to be completed in 2017, but the project is behind schedule.
By 2020, the project was temporarily suspended when it had only reached about 40% of the workload. The reason is that the contract implementation period has not been extended, and the adjusted feasibility study report has not been approved.

After more than 10 years since the start of construction, the road is still unfinished. Many sections of the road have become garbage dumps, construction material storage areas; the dusty sun and mud make people extremely upset.
Voters in Hoang Mai district have repeatedly reported this situation to the National Assembly delegations, the City People's Council, and the Hoang Mai District People's Council.

At the end of 2024, Chairman of the Hanoi People's Committee Tran Sy Thanh chaired a meeting with relevant departments, branches and sectors, "hotly instructing" to urgently re-sign the BT contract appendix for the Ring Road 2.5 investment project (Dam Hong - National Highway 1A section) under the form of a construction - transfer (BT) contract.
On February 24, 2025, the Chairman of the Hanoi People's Committee issued Decision No. 902/QD-UBND on authorizing the signing of the BT contract appendix of the project under the form of a BT contract.


Accordingly, the Chairman of the Hanoi People's Committee authorized (from the signing date to the end of the first quarter of 2026) the City Traffic Construction Investment Project Management Board to sign a BT contract for the Ring Road 2.5 investment project (Dam Hong - National Highway 1A section) under the form of a BT contract according to the content approved by the City People's Committee.
It is expected that the Ring Road 2.5 project will resume construction from March and be completed in 2025, ensuring the route is opened in sync with the progress of the Kim Dong - Giai Phong underpass project.
