This is one of the 5 important Resolutions just passed by the 14th Provincial People's Council, term 2021 - 2026 at the 21st Session (Special Session) on September 23, 2024.
According to this Resolution, the beneficiaries include poor and near-poor households, families in difficult circumstances, whose houses have collapsed, washed away or are so badly damaged that they cannot be lived in, must be renovated or repaired, and have no other houses in the area. These households will be supported with funds to build or repair their houses.
Specifically, households whose houses have collapsed, washed away, or are severely damaged beyond repair and have no other housing in the area will receive support of 100 million VND/household to build a new house.
Households whose houses are severely damaged and the remaining part cannot be used, and have no other housing, will receive support of 50 million VND/household to repair their houses.
This level of support is higher than current policies, to suit the difficult situation and damage caused by storms.
Compared to the policy of supporting housing construction for people with revolutionary contributions and relatives of martyrs, the current support level for new construction is 80 million VND/household, and for repairs is 40 million VND/household. This new policy is a breakthrough, providing more timely support to the people.
Newly built or repaired housing projects must meet the "3 hard" standards as prescribed by the Ministry of Construction: hard foundation, hard frame and wall, and hard roof. For newly built projects, the minimum usable area must be 30m², and for single households, the area must not be less than 24m².
It is expected that 1,825 households in the province will receive support to build and repair houses, helping people soon stabilize their lives after the severe damage caused by the storm.
The support level approved by the Quang Ninh Provincial People's Council this time is higher than the regulations in Decree 20/2021 of the Government and Resolution 21/2021 of the Provincial People's Council. This policy aims to accurately reflect the actual situation of the impacts caused by storm No. 3.
Support for households is expected to be completed before December 31, 2024, to help families stabilize their lives in a more sustainable way.
