The road is muddy and dusty.
Vu Tuong route is 5km long, built in 2002, with a 22cm thick, 5m wide cement concrete road structure.
Since November 2020, a 2.1km section of Vu Tuong Street through Dong Linh Quarter, Minh Thanh Ward has been "requisitioned" to transport materials for the project of connecting road from Ha Long - Hai Phong Expressway (Km6 + 700) to Provincial Road 338 (Connecting Road Project) invested by the Quang Ninh Provincial Project Management Board for Investment and Construction of Civil and Industrial Works (Civil Board), with a commitment to repair any damage during transportation, ensuring that it does not affect traffic safety and people's travel.
However, according to the feedback of households in Dong Linh neighborhood, the commitments made by the investor have not been fully implemented.
Since April 2022, transportation activities serving the project have not been operating on Vu Tuong Street, leaving the road surface peeling, cracking, and many potholes, making it difficult and dangerous for people to travel.
Mr. Nguyen Dinh Le, Dong Linh Area, said: "We do not dare to buy bicycles for our children to go to school because the road surface is full of small, slippery rocks that can easily cause accidents. When it rains, the potholes are filled with water, and in many sections it is very difficult to get through puddles."
Mr. Nguyen Van Nghia - Deputy Head of Dong Linh area - said: "People in the area are very supportive of the state project. However, the transportation to serve the project causes damage to the road, does not ensure traffic safety, and is slow to return, making people very upset. We hope that the Civil Affairs Committee will have specific solutions to fix the road and ditches so that people can stabilize their lives."
According to documents provided by the People's Committee of Minh Thanh Ward, to resolve the voters' petition, the People's Committee of the Ward and the project investor, Phuong Thanh Investment and Construction Joint Stock Company (the unit transporting raw materials on Vu Tuong Street) have worked many times but up to now the road has not been repaired.
Mr. Nguyen Dinh Khanh - Chairman of Minh Thanh Ward People's Committee - said: "Dong Linh area has over 330 households with nearly 1,500 people. Voters have made many recommendations at meetings at ward, town and provincial levels. The Ward People's Committee has also consulted with the authorities, but this road has not served the project's transportation for a long time. We request that relevant agencies and units promptly repair and restore Vu Tuong Street."

Road restitution still cannot be implemented
According to information from the Civil Affairs Department, Vu Tuong Street is located on the approved route to transport soil from Bac Son mine (Uong Bi City) to the connecting road project.
In November 2020, the Civil Affairs Department and related management units went to the site to confirm the current status of Vu Tuong road and develop a plan to repair and restore it when the soil transportation is completed.
From November 2020 to June 2022, the Civil Engineering Department carried out 4 road repairs using crushed stone filling method at damaged locations and repaired and dredged the ditch system along the route.
In October 2023, the Civil Affairs Committee issued Document No. 1608/BDD&CN-KTTD regarding the implementation of the restoration of Vu Tuong Road. The Provincial Department of Planning and Investment issued Document No. 4331/KHDT-TDGSDT, requiring the project contractor to use its own funds to repair Vu Tuong Road. The Committee then issued a document directing the project contractor to promptly carry out the project.
On July 1, 2024, the Civil Affairs Committee issued Document No. 992/BDD&CN-KHTH on the report on resolving voters' petitions according to Notice No. 30/TB-HDND of the province, summarizing the process of handling the Vu Tuong road repair project, the documents and actual repairs at the site, and committing to instructing the project contractor to repair and complete the road to its original state after the project is completed, expected in December 2024.
Although many documents have been issued, what people expect most at this time is that the road repair and restoration needs to be implemented immediately to ensure traffic safety and environmental sanitation as committed by the investor.
