The road is in an important position, but there are no workers
The actual recording of the reporter on June 16 shows that the road is being constructed at an extremely important location - right in front of the Central Square, opposite the headquarters of the District Party Committee and People's Committee of Bao Lam district. This is an area considered the "facade" of Pac Mieu town. However, contrary to the expectation of a modern road that contributes to improving the urban landscape, this road is under construction.
Some sections of the road have been paved with sidewalk stones and light pole stands have been installed. However, most of them are still just soil, the drainage system is not yet complete, construction materials such as bricks, stones... are lying around on both sides of the road, not covered or protected, causing both loss of aesthetics and potential safety risks to passersby.
In particular, the construction site is completely devoid of workers and machinery. No construction warning signs, no project information boards - capital requirements according to regulations for works using public investment capital.
A resident living in Pac Mieu town shared with reporters: This road connects from the agricultural market to the central square, if completed, it will be very beautiful and convenient for travel, especially in the evening, people can walk coolly on the riverbank. But until now, it has not been completed, taking place year after year, making us very impatient.
Difficulties in site clearance
According to information from Mr. Luc Van Thu - Director of the Bao Lam District Construction Investment Project Management Board, the construction of this road was started in 2023, with a total investment of more than 8 billion VND. The project is on the list of projects invested by the district budget, aiming to upgrade the technical infrastructure of the central area, improve inner-city traffic and connect neighboring residential areas.
However, up to now, the project has not been completed due to problems in site clearance (GPMB). Some households in the construction area have not agreed to hand over the land, leading to stagnant construction, and contractors cannot continue to synchronously deploy the items.
According to PV's research, in 2023, Bao Lam district allocated a total of more than 239 billion VND to invest in 98 basic construction projects in the area. Of which, 2 projects used central capital, 4 projects from provincial capital, 10 projects under district-level investment capital and the rest used capital from the national target program on sustainable poverty reduction. The unfinished road in the center of Pac Mieu town is one of these projects. The construction unit of this route is Dong Duong Company Limited.
In the context of urban renovation and construction of transport infrastructure being considered a driving force for socio-economic development, a road less than 1km long but not yet completed is a truly worrying image.
An inner-city road in the center of town - which is expected to become a highlight in terms of infrastructure, landscape and community connectivity - is becoming an "urban sadness" due to unnecessary delays. It is time to act more drastically to restore the spacious appearance of Bao Lam district center.
