Localities report on the results of arranging the commune-level apparatus before June 10

The Prime Minister requested localities to urgently arrange the specialized agency apparatus under the commune-level People's Committee, and report the results to the Ministry of Home Affairs before June 10.

Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra has just signed and issued Official Dispatch 597/TTg-TCCV of the Prime Minister on urging the progress of implementing tasks serving the preliminary review of 1 year of operation of the political system and local authorities at 2 levels.

To effectively implement the task of summarizing 1 year of operation of the apparatus of the political system and local government at 2 levels according to the plan of the Central Steering Committee, the Prime Minister requested ministries, ministerial-level agencies and People's Committees of provinces and cities to urgently implement a number of key tasks.

Regarding the arrangement of the organizational structure and resource allocation, the Prime Minister directed ministries, agencies, and localities to review and allocate sufficient resources (funds, human resources...) synchronously to implement the tasks that have been decentralized and delegated.

For contents and tasks that are still problematic beyond their authority to resolve, propose specific solutions to remove obstacles and send them to the Ministry of Home Affairs for synthesis, before June 10.

Local People's Committees urgently deploy the arrangement of the organizational structure (specialized agencies under commune-level People's Committees) in accordance with the characteristics of the locality and the Government's regulations, summarize the implementation results and send them to the Ministry of Home Affairs for synthesis, before June 10.

Regarding summarizing and resolving recommendations and difficulties of localities, the Prime Minister assigned the Ministry of Home Affairs to summarize the results of resolving recommendations of localities mentioned in the report of the inspection and supervision delegation of the Politburo and the Secretariat in 2026 (phase 1) and the local report on the preliminary review of 1 year of operation of local authorities at 2 levels.

The Ministry of Home Affairs shall preside over and coordinate with the Government Party Committee's Inspection Committee to summarize the recommendations of localities through inspection and supervision teams of the Politburo and the Secretariat in 2026 (phase 2) on local authorities at 2 levels to transfer to relevant ministries and sectors for consideration, resolution, response, and completion before June 15.

Regarding science and technology development, innovation, and digital transformation, the Prime Minister requested ministries, agencies, and localities to review all 48 overdue tasks related to science and technology development, innovation, digital transformation, and Project 06.

The official dispatch reminds ministries, agencies, and localities to focus on completing the tasks that have expired and ensuring that the tasks are resolved according to the schedule prescribed by the Central Steering Committee and the Government Steering Committee; report the implementation results to the Ministry of Public Security before June 10.

The Ministry of Public Security is responsible for summarizing the implementation results of ministries, branches, and localities, and reporting to the Prime Minister before June 15 for consideration and direction.

Regarding cutting and simplifying administrative procedures, the Prime Minister assigned ministries, agencies, and localities to focus on implementing the Prime Minister's directives on decentralization, cutting, and simplifying administrative procedures and business conditions.

Assign the Ministry of Justice to preside over and coordinate with ministries, branches, and localities to review administrative procedures implemented at the commune level in each sector and field to develop plans for cutting and simplifying based on data, digital transformation (in the direction of simplifying procedures first, then digital transformation).

This task must be completed before June 15, summarized and reported to the Government and the Prime Minister for consideration and direction.
