On the morning of March 11, in Hai Phong, Mr. Tran Cam Tu, Politburo member, Standing member of the Secretariat attended the groundbreaking ceremony for the investment project to build the Ring Road 2 section of Tan Vu - Hung Dao - Bui Vien road. Also attending the groundbreaking ceremony were Mr. Le Hoai Trung, Secretary of the Party Central Committee, Chief of the Party Central Committee Office; leaders of Central Committees - Ministries - Branches, leaders of Hai Phong City.
Hai Phong is identified as the main gate to the sea of the entire North, the Hai Phong port cluster system, especially the Lach Huyen deep-water seaport, has increasingly promoted its role as a center connecting maritime service routes in the world, in recent years it has promoted very rapid growth of goods traffic through the Hai Phong seaport area.
Meanwhile, the current transport infrastructure has not kept up with the development speed of goods and means of transport, causing frequent traffic congestion on the routes to the port, risk of traffic accidents, environmental pollution, etc. Therefore, implementing investment in Ring Road 2 to divert container trucks away from the city center is extremely necessary and urgent.

The investment project to build the Ring Road 2 section of Tan Vu - Hung Dao - Bui Vien road, once completed, will help complete the city's urban infrastructure system in general and Hai An, Duong Kinh, and Kien An districts in particular; create a premise for the development of new urban areas, contribute to the construction of modern urban areas to encourage domestic and foreign investment in the development of the socio-economy of the districts with routes passing through Hai Phong city; At the same time, shorten the journey, reduce the time for vehicles running from Hai Phong seaport area.
According to Mr. Nguyen Van Tung, Chairman of Hai Phong City People's Committee, in recent times, the output of goods passing through Hai Phong port has always increased, from 12-15%/year, in 2024 it will reach 190 million tons.
However, currently, all goods passing through the above seaports and old ports, mainly traveling through the main routes through the city center, cause traffic congestion, increase traffic accidents and pollute the environment in the city center.
Therefore, Hai Phong City has decided to invest in the construction of this Ring Road 2, with the following goals: Diversifying the flow of goods from seaports through this route, not through the city center, to overcome the above conditions; After completing this route, it will expand urban space, expand economic space to the South of the city.
This Ring Road 2 construction project is a group A project, a special-level traffic project, with a total investment of over VND 7,000 billion; fully invested by the city budget, of which construction cost is nearly VND 4,150 billion; site clearance cost is more than VND 2,200 billion. The project's site clearance area is nearly 113 hectares, reclaiming land from nearly 1,650 households and 30 organizations.

The road is 11km long, up to 68m wide, and is arranged with 8 lanes for motor vehicles. On the route, there is a Hai Thanh bridge over the Lach Tray river, over 1.1km long, with a width of 36m. In addition, a resettlement area with an area of 12 hectares will be invested.
In order for the project to be implemented on schedule and effectively, the Chairman of the Hai Phong City People's Committee requested contractors to focus on human and material resources to build works with techniques and aesthetics, especially ensuring absolute labor safety; shortening construction time compared to signed contracts. Strive to complete the project within 13/5/2028.
