On July 10, at the headquarters of the People's Council - Provincial People's Committee, Mr. Nguyen Manh Quyen - Deputy Secretary of the Provincial Party Committee, Chairman of Hung Yen Provincial People's Committee - received and worked with the working delegation of Saint Petersburg City (Russian Federation) led by Mr. Vyacheslav Gennadyevich Kalganov - Vice Chairman of the City's Foreign Affairs Committee.
At the working session, Mr. Nguyen Manh Quyen gave an overview of the socio-economic development situation, potentials, advantages and development orientations of Hung Yen after the merger of administrative units. Accordingly, the province is located in the center of the Red River Delta region, belonging to the Hanoi Capital region, with increasingly synchronous transport infrastructure, conveniently connected with seaports, airports and major economic centers.
Hung Yen orients development according to three strategic economic regions including the Northern driving force region for industrial, urban, service and high-tech logistics development; the central region is the administrative, political, cultural, and educational center; the coastal region develops integrated marine economy, energy industry, seaport logistics, urban - marine services, agriculture and ecotourism.
Providing information on socio-economic development results, the Chairman of the Provincial People's Committee said that in the first 6 months of 2026, Hung Yen's GRDP increased by 10.72%, ranking 5th in the country. The whole province attracted 179 new investment projects and 105 turns of adjusted capital increase projects, with total newly registered and additional capital reaching over 49.23 trillion VND and 862.2 million USD. The disbursed value of public investment capital reached 16,589.7 billion VND, equal to 40.3% of the plan assigned by the Prime Minister, belonging to the top 5 leading localities in the country.
Mr. Nguyen Manh Quyen said that Hung Yen is implementing Resolution No. 57-NQ/TW on developing science, technology, innovation and digital transformation; building a common data system, promoting digital government, digital economy, digital society, and at the same time researching the formation of a Free Economic Zone and a High-Tech Zone to create new growth momentum.
The Chairman of the Provincial People's Committee expressed his desire to strengthen cooperation with Saint Petersburg city in the fields of trade, investment, logistics, digital transformation, science and technology, innovation, education, health, cultural preservation and consumption of the strong products of each locality.
In response, Mr. Vyacheslav Gennadyevich Kalganov highly appreciated the development results and investment environment of Hung Yen. He said that Saint Petersburg is one of the leading economic, scientific, educational, cultural and logistics centers of the Russian Federation, and at the same time wishes to establish regular and substantive cooperation relations with Hung Yen through delegation exchanges, cooperation in education, health, science - technology, trade, investment and bringing typical agricultural products of the province to the Saint Petersburg market.
The two sides agreed to soon develop specific cooperation programs in the period 2026 - 2030. The Chairman of Hung Yen Provincial People's Committee affirmed that the locality is always ready to create favorable conditions for Russian Federation partners to expand cooperation, investment and business in the province.
