According to the direction of Hung Yen Provincial People's Committee, departments, agencies, branches, commune and ward People's Committees and organizations and individuals participating in construction activities must strictly implement the tasks in Directive No. 05/CT-UBND dated April 10, 2026 on strengthening management in construction investment activities, proactively preventing and preventing wastefulness, contributing to the effective use of resources and improving the investment efficiency of projects.
The Provincial People's Committee requests to strengthen discipline and order, improve the capacity and responsibility of organizations and individuals in the process of managing construction activities. Agencies and units must promptly review, rectify, and overcome shortcomings and limitations (if any) throughout the investment and construction process, from project preparation, project implementation to acceptance, handover, finalization and completion of construction.
The Provincial People's Committee requests to improve the quality of appraisal of construction investment projects, design, estimates and inspection of acceptance work; comply with technical regulations and standards in design. At the same time, strengthen inspection and self-inspection at stages and locations with potential risks of corruption and negativity and resolutely handle violations.
Along with that, agencies and units must proactively review and strictly manage from surveying, preparing, appraising, appraising, approving investment policies, investment projects to total investment, construction design, estimates, material and equipment unit prices; the work of acceptance and settlement of works and projects must ensure the correct order, procedures, authority and legal regulations.
