The People's Committee of Hung Yen province has just directed the implementation of Resolution No. 780/2025/NQ-HDND dated November 12, 2025 of the Provincial People's Council, stipulating policies and regimes for people working outside the staffing quota at Associations assigned by the Party and the State at the provincial and district levels. This decision aims to ensure the rights of those affected by the reorganization of the apparatus and administrative units.
According to the direction, the Department of Home Affairs coordinates with the Department of Finance and relevant agencies to implement the Resolution; determine the current salary and remuneration of the subjects as a basis for payment. The Department of Finance appraises the budget estimate, submits it to competent authorities to arrange the budget and guides communes and wards to pay the regime. The State Treasury of Region IV is responsible for budget expenditures, while the Provincial Social Insurance provides professional guidance and directs the facility to resolve social insurance regimes.

The People's Committees of communes and wards such as An Thi, My Hao, Khoai Chau, Pho Hien, Yen My, Phung Cong, Quang Hung, Luong Bang, Hoang Hoa Tham, and Nhu Quynh coordinate to review standards and conditions before issuing a decision to enjoy the regime; at the same time, organize payment and provide full implementation instructions for policies.
The implementation of Resolution 780/2025/NQ-HDND aims to ensure legitimate rights for people working outside the payroll, in accordance with the new organizational structure after administrative reorganization in Hung Yen province.
