Hanoi - According to the leader of Dong Anh district, the Kim Quy Park project is behind schedule due to land clearance problems and procedures to adjust the investment policy.

At the explanation session on management, investment, renovation, upgrading and construction of new parks and flower gardens in the city held on June 4, Ms. Ho Van Nga - Head of the Economic - Budget Committee of the City People's Council pointed out many shortcomings in the Kim Quy Cultural, Tourism and Entertainment Park project, Vinh Ngoc commune, Dong Anh district.

Ms. Nga said that this park was broke ground in 2016, as planned to be completed and put into use in 2018, but has not been completed yet. The report of the Department of Construction and the City People's Committee stated that there were 2 problems: site clearance (GPMB) and procedures for adjusting investment policies.

Responding to the question of delegate Ho Van Nga, Chairman of Dong Anh District People's Committee Nguyen Anh Dung said that the Kim Quy Park construction project is behind schedule due to two main reasons: the investor has not contacted to adjust the investment policy; along with that, the site clearance work still has some shortcomings and problems.

According to Mr. Dung, the project's site clearance work has been basically completed (the completed site clearance area is 99.64 / 101.09 ha), 1,275/1,293 graves have been relocated, the gas pipeline within the project boundary has been relocated and the City People's Committee has issued Decision No. 4330/QD-UBND dated October 4, 2021 to the investor 97.4/101.09 ha of land (phase 1) to implement the project.

The area must still be carried out by 1.4 ha, including: the area of ​​the cemetery land of 0.14 ha (there are 19 tombs of four households), an area of ​​0.4 ha of roads from Highway 3 to Highway 5 extended due to the maintenance of transport infrastructure works under the Hanoi Transport Department (now the Department of Construction) is under management, about 0.9 hectares are the D4 irrigation canal; 35 KV and 22 KV.

The leader of Dong Anh district said that although the project has been handed over by the City People's Committee (phase 1) 97.4/101.09 ha from 2021, reaching 96.3% of the project area to implement the project, the investor has not implemented the construction of the project as planned (the current level only levels and planting trees), does not meet the progress of the project investment.

The responsibility for the delay in implementing investment and putting the project into operation and use belongs to the project investor.

Explaining to delegate Ho Van Nga about the adjustment of the project's investment policy, Mr. Nguyen Xuan Sang, Deputy Director of the City Department of Finance, said that by November 15, 2024, the investor had sent documents to the Department of Finance, the Department had reviewed and issued a notice stating a number of limitations and unfinished contents such as: tax debts, late fines; unfulfilled project implementation deposits.

Pursuant to Resolution 04 dated April 8, 2022 of the City People's Council and Plan No. 160 dated June 18, 2022 of the City People's Committee on implementing measures to promote investment progress, focusing on handling non-budgetary capital projects that use land that are slow to be implemented, the Department of Finance has requested investors to complete documents to complete procedures to adjust the project's investment policy.
