Fertile coastal land into urban area
Recorded on December 3, at the An Tuong Riverside Urban Area project in An Tuong ward, Tuyen Quang city, with an area of dozens of hectares, there was silence.At the construction site, there were only a few workers installing formwork for concrete components, many construction vehicles were lying motionless.
After more than 3 years since the project was approved by the investor and started construction, up to now, the urban area holding one of the most beautiful land funds in Tuyen Quang city has not yet completed the infrastructure.Internal roads are being paved with crushed stone, while the drainage system is unfinished, and the lighting system is not yet available.
Looking at the land that used to be lush corn fields, Ms. Lien (An Tuong ward) could only sigh, this entire land used to be alluvial soil so it was very fertile. Since 2020, the city has been reclaiming and clearing the land to hand over to businesses to build urban areas, many households no longer have land to cultivate.
"My family has more than 700 square meters of land subject to recovery, of course we will be compensated, but losing land means losing our livelihood in the long run. I have only seen the urban area for a few years now, and I have not seen any construction in 2023. It has only been a few months since we have seen people and machinery coming to work," said Ms. Lien.
After running out of arable land, Ms. Hoa and her husband (An Tuong ward) switched to raising buffalo for meat.Every day, the herd of nearly 20 buffaloes is still herded into vacant lots in the project to graze.Ms. Hoa also does not know when the urban area will be completed.
"The land has been reclaimed, I also hope the project will be completed soon, the urban area will be neat and tidy, otherwise it will be messy like this, this dry season at the end of the year, dust from the construction site will be blown into the houses by the wind.Heavy trucks carrying leveling soil and construction materials rumble through the residential area every day" - Ms. Hoa worried.
Not only that, during the project implementation, part of the embankment and the protection works of the Lo River embankment built many years ago with a value of hundreds of billions of VND were demolished to make a drainage pipe, causing concern among the people, especially after the recent major flood that caused a lot of damage in Tuyen Quang City.
Towards a Class I City
According to research, the An Tuong Riverside Urban Area Project was approved in principle by the People's Committee of Tuyen Quang province in Decision No. 288/QD-UBND dated July 22, 2020 with a total investment of more than 538 billion VND on an area of 21.59 hectares.
On May 17, 2021, Tuyen Quang Provincial People's Committee issued Decision No. 238 approving the investor including the Consortium of Videc Group Joint Stock Company and Quy Hai Phat Investment Company Limited.
In early April 2024, the People's Committee of Tuyen Quang province requested the investor to focus resources and soon complete the construction investment to put the project into operation according to the approved investment policy.However, the current progress of this hundred-billion-dong urban area is still very sluggish.
Talking to reporters, a representative of the Department of Natural Resources and Environment of Tuyen Quang City said that up to now, the project has been handed over land to build infrastructure systems and public utilities of the urban area."Some commercial land plots have not been handed over yet.Previously, in 2023, the project also had a period of interruption in construction to complete some procedures according to the provisions of law", a representative of the Department of Natural Resources and Environment of Tuyen Quang City informed.
Resolution of the 17th Congress of the Tuyen Quang Provincial Party Committee identified the development of dynamic urban areas as one of the important tasks in the third breakthrough stage "Building and developing Tuyen Quang city to ensure the criteria of a type II urban area and following the orientation of a type I urban area, a smart urban area in the next phase".
In particular, accelerating the progress of implementing new urban areas to build and develop Tuyen Quang city to meet the criteria of a type I urban area and a smart city in the coming period is an important task.
