For nearly 3 years, people in Van Ban commune, Lao Cai province (including Khanh Yen town, Khanh Yen Thuong commune, Son Thuy, Tan Thuong, in the old Van Ban district) have encountered many difficulties in traveling, because the section of National Highway 279 through the construction area is unfinished.
This is a XL-01 package to upgrade National Highway 279 from the center of Van Ban commune to the IC16 intersection of Noi Bai - Lao Cai expressway, part of the Northern Mountainous Province Traffic Connection Project funded by the Asian Development Bank and the Australian Government with an investment of more than VND6,000 billion.
According to the reporter's records, many points along the route of the construction unit are unfinished, causing many difficulties for vehicles to circulate. At some points, road corridors and slopes are dug up, mud and soil are dumped on the road, making it very difficult for road users, while at the locations where sewers are dug and slopes are lowered, traffic safety work is almost left unused.
Not only do drivers who drive vehicles every day through National Highway 279 have to "fight" the difficult road, but people living along both sides of the road are also greatly affected by the unfinished construction of the road. When it is sunny, dusty dust flies into every corner of the house, when it rains, mud and dirt spill onto the road, making travel extremely difficult.
Receiving feedback from Lao Dong, Project Management Board 2 - Ministry of Construction (investor) has requested the contractor to repair and at the same time stretch ropes and put up signs at dangerous locations. At some dirt and muddy sections, the construction unit also spread rocks and rolled the foundation to help people and vehicles participate in traffic on the route to reduce difficulties.

Mr. To Viet Thuong - Commander of the XL01 package - said: "Our package is slow to construct, mainly due to the impact of site clearance for protective forests. In addition, many sections of the road are under construction at a slow pace due to waiting for a blasting permit as well as the impact of the weather".
The contractor's representative affirmed that the unit is very active in constructing, taking advantage of speeding up the progress to make up for the time waiting for the site and bad weather, deploying more machinery, human resources and committing to finish before December 31, 2025.
"This is a renovation and upgrading project, not a new one, the number of vehicles passing through is very large, especially heavy trucks, so the road cannot be closed. Contractors are also trying very hard to ensure traffic safety and reduce environmental pollution when regularly watering to reduce dust" - Mr. Le Van Quan - officer of Project Management Board 2 explained.
