A representative of Ngoc Hien Trading and Service Company Limited - one of two major lottery agents in Tam Ky city, Quang Nam - said that the province currently issues lottery tickets for 14 provinces in the Central region including: Binh Dinh, Da Nang, Dak Lak, Dak Nong, Gia Lai, Khanh Hoa, Kon Tum, Ninh Thuan, Phu Yen, Quang Binh, Quang Nam, Quang Ngai, Quang Tri and Thua Thien - Hue.
Of these, there are only 3 types of tickets issued 2 days per week, with large sales including: Hue, Da Nang and Khanh Hoa lottery tickets. Tickets for the remaining provinces are issued 1 day per week.
This representative said that since the lawsuit about the jackpot ticket not being paid, the number of Hue lottery tickets sold has tended to decrease, about 20%.
“There are regular customers who buy directly from the agency. When I offer Hue lottery tickets, they refuse and choose to buy other lottery tickets. Many customers also complain that Hue lottery tickets are quite thin compared to other lottery tickets, and when it rains, they stick together and cannot be removed,” he said.
Mr. Nguyen Tuan (residing in Quang Phu commune, Quang Dien district, Thua Thien Hue) said that he himself also followed the case of the lottery ticket being refused to pay the prize.
"When the incident happened, I often chose to buy lottery tickets from other provinces, not Hue lottery tickets, because I lacked trust. Recently, I have bought them again, but I am still more cautious, and I keep them more carefully, in case the tickets are damaged," Tuan shared.
A lottery ticket seller and distributor on Nguyen Chi Thanh Street, Tan Thanh Ward, Tam Ky City said that each week, his agent receives about 5,400 Hue lottery tickets but only sells about 1,400.
“Since the Hue Lottery Company refused to pay the special prize of 2 billion VND to a customer in Quang Nam, many people have said they will not buy Hue lottery tickets anymore. I have also limited the number of Hue lottery tickets distributed to street vendors. Sales at my agency have decreased by 30%,” this person said.
Lottery ticket sellers in trouble
Holding a thick stack of lottery tickets in her hand, Ms. Duong Thi Chinh (80 years old), from Tan Thai village, Tam Thang commune, Tam Ky city, kept showing them to passersby to beg them to buy them, but few people bought them.
Mr. Chinh confided that he has been selling lottery tickets for 15 years. When he was still healthy, he traveled all over the streets to invite customers. Now that he is old and weak, he only sits in one place on Nguyen Chi Thanh Street to sell to passersby.
On normal days, he sells about 80 tickets a day, making a profit of 1,200 VND for each ticket sold, but these past few days have been rainy and windy, sales have been slow, and a lot of tickets have been returned to the agent.
"In Quang Nam, the number of Hue lottery tickets delivered by agents is always three times more than Phu Yen lottery tickets. The fact that customers "turn their backs" on Hue lottery tickets has also affected street lottery sellers like her," said Ms. Chinh.
Ms. Nguyen T. (a street lottery ticket seller in Hue City) said that at first, many customers refused to buy Hue lottery tickets and asked to buy lottery tickets from other stations. "Recently, although the number of people buying Hue lottery tickets is not as high as before, it has gradually increased."
On December 31, Ms. Nguyen Thi Nga (residing in Thang Binh district, Quang Nam province, the character's name has been changed) - the person who sued Thua Thien Hue State Lottery Company Limited, for refusing to pay the prize of a winning lottery ticket worth 2 billion VND that was torn in part of the corner - said that she had borrowed more money from relatives to pay the full 36 million VND in advance court fees, as requested by the People's Court of Huong Thuy town (Hue).
