The Ministry of Construction has just issued a document requesting units to urgently overcome the consequences of rain and floods, ensuring traffic on National Highway 32 and National Highway 279.
According to the Ministry of Construction, from July 15 to July 17, 2026, due to the impact of prolonged heavy rain, flash floods and landslides occurred in Lai Chau and Lao Cai provinces, causing serious damage to people, property and infrastructure.
At sections of the Project to Connect Traffic in Northern Mountainous Provinces (the line connecting Lai Chau with the Noi Bai - Lao Cai expressway), many locations on National Highway 32 and National Highway 279 were landslides and damaged, causing traffic congestion and potential risks of traffic unsafety.
To respond to floods, overcome and ensure traffic on roads, the Ministry of Construction requests Project Management Board 2 to urgently inspect and review all sections of National Highway 32, National Highway 279 and roads within the project scope invested by the unit.
The review aims to fully identify landslides, subsidence, damage to the foundation, road surface, drainage works, taluy slopes, protection works and locations at risk of further traffic unsafety.
The Ministry of Construction also requested Project Management Board 2 to focus on mobilizing human resources, machinery, equipment, and materials; directing supervision consultants and contractors to urgently handle landslide locations, soil and rocks buried in the road surface and damaged works, ensuring the opening of phase 1 of locations on National Highway 32 and National Highway 279 under the project before July 25, 2026, to avoid traffic congestion.
Arrange forces and vehicles to be on duty 24/24 hours at key locations; strengthen patrols, checkpoints, guards, traffic regulation; fully install signs, barriers, warning lights and traffic safety equipment. For locations that do not ensure safe traffic conditions, it is necessary to control and prevent people and vehicles from entering dangerous areas.
In addition, Project Management Board 2 must strictly implement information and reporting regimes; fully, accurately, and promptly update on the location, time of landslides, congestion, handling plans, mobilized resources and expected traffic opening time.
When an incident occurs, it is necessary to immediately report and update daily the results of remediation to the Ministry of Construction, the Department of Economic - Construction Investment Management, the Vietnam Road Administration, the Lai Chau Provincial Department of Construction and relevant agencies.
For the Economic - Construction Investment Management Department, the Ministry of Construction assigned to preside over and coordinate with Project Management Board 2, Lai Chau Provincial Department of Construction and relevant agencies to review and specifically identify the scope, causes and extent of damage to traffic infrastructure under the project; distinguish damage caused by natural disasters from shortcomings in the construction process and the responsibilities of relevant entities according to design documents, contracts and legal regulations.
At the same time, direct Project Management Board 2 to urgently survey, develop and organize the implementation of remedial plans; research and select appropriate solutions to ensure project safety, traffic safety and long-term stability.
The Economic - Construction Investment Management Department is also assigned to issue an Emergency Construction Order to overcome the consequences of natural disasters according to regulations; coordinate with the Planning - Finance Department to advise competent authorities to allocate capital for implementation; monitor, urge, and inspect the implementation process and promptly report to the Ministry leaders on difficulties and obstacles beyond their authority.
The Ministry of Construction requests the Lai Chau Provincial Department of Construction to continue to promote the role of the state management agency for roads in the locality; coordinate with Project Management Board 2 in disaster recovery and traffic assurance on roads within the project scope.
The Lai Chau Provincial Department of Construction is also requested to coordinate and guide Project Management Board 2 to organize remote traffic diversion at traffic jam locations (if any); mobilize local functional forces to support regulation, warning, and ensure security, order and traffic safety when necessary.
At the same time, promptly inform and reflect to the Ministry of Construction, the Vietnam Road Administration and the Economic - Construction Investment Management Department for locations that have not been handled, the deployment does not meet requirements or safety risks arise; coordinate to confirm the results of remediation before organizing normal traffic.
For the Vietnam Road Administration, the Ministry of Construction requests to direct Road Management Zone I to coordinate with forces to support overcoming the consequences of rain and floods, ensuring safety for people and vehicles participating in traffic; and at the same time review contingency materials such as steel traps, Benley beams, DT-30 steel beams... to be ready to support localities when requested.
