On October 19, according to Lao Dong, due to the damage caused by prolonged heavy rain from August 21 to 22 and storm No. 5 in 2025, the People's Committee of Lang Son province issued an order to build emergency works to overcome the consequences of natural disasters on national highways and provincial roads.
According to the decision, the Department of Construction was assigned to be the agency in charge of and directly implementing the construction of emergency items at 6 severely damaged locations of National Highway 31, National Highway 4A, DT.226 and DT.246, passing through the communes of Kien Moc, Thai Binh, Hong Phong and Trang Dinh.
On National Highway 31, two points at Km103+870 (Thai Binh Commune) and Km160+700 (Kien Moc Commune) have large landslides, directly threatening traffic safety and houses on the positive slope.
The solutions include digging up weak soil, building cement concrete embankments, reinforcing the slope with B40 steel luoi, building new sewers, drainage ditches and protective works.
On National Highway 4A (Km40+706), the landslide location on the negative slope was 10 m long, creating a 50 cm deep frog jaw, causing unsafety for vehicles. The Department of Construction will arrange a four-story stone embankment, fill the embankment top with soil and concrete.
For route DT.226, two landslides at Km8+354 and Km8+376 will be built with M200 cement concrete embankment, filled with soil and reinforced with crushed stone filming.
On route DT.246, at Km30+150, a large-scale landslide occurred on the positive slope, 50 m long, 30 m high, with disjointed geology. The solution is expected to excavate, unload, lift and tarpaulin the slope to ensure a safe slope.

The total investment for the entire project is about 3.81 billion VND from the State budget, to be implemented in 2025.
The Provincial People's Committee requires the Department of Construction to fully implement legal procedures, ensuring progress, quality, efficiency and budget savings.
This agency is responsible for selecting contractors, supervising construction, controlling materials and regularly inspecting the site to adjust technical solutions to suit the reality.
In addition, the Department of Construction will coordinate with the People's Committees of Kien Moc, Thai Binh, Hong Phong, Trang Dinh communes in determining the construction area, arranging material gathering points and ensuring safety for people in neighboring areas.
The project will be implemented when weather conditions, terrain and hydrology allow, with absolute safety requirements for people and construction vehicles.
The entire area will be equipped with warning devices, reflective vests, lights and flags. After completion, the Department of Construction will accept, clean the construction site, prepare a completion dossier and submit to the Provincial People's Committee for approval according to regulations.
In the coming time, the province will continue to comprehensively review and evaluate the transportation system in mountainous areas, especially areas at high risk of landslides, to proactively allocate resources for natural disaster prevention and to minimize damage during the rainy and stormy season.
Especially with the serious damage when the circulation of storms No. 10 and 11 affected the northern provinces, including Lang Son.
