Lao Cai urgently directs response to heavy rain and flash flood risk

Lao Cai - Departments, branches and localities are required to immediately implement measures to respond to heavy rains, flash floods, and landslides.

On July 23, the Chairman of Lao Cai Provincial People's Committee signed and issued Urgent Document No. 7529, requesting all levels and sectors to proactively respond to dangerous weather developments after the recent natural disaster, in order to minimize damage to people and property, and quickly stabilize people's lives.

According to the direction, departments, branches, members of the Provincial Civil Defense Command and local authorities must closely monitor weather developments, promptly update forecasts and warnings of floods, inundation, flash floods, landslides, tornadoes, lightning and hail to inform grassroots levels and people.

Units are required to absolutely not be subjective or negligent; drastically implement the "4 on-the-spot" motto; fully prepare forces, vehicles, supplies, food, drinking water, medicine and necessary conditions to be ready for rescue and relief immediately when situations occur.

People's Committees of communes and wards must urgently review areas at high risk of landslides, flash floods, and flooding to organize the relocation of people to safe places; install warning signs at dangerous points; ensure traffic on key roads and quickly access areas at risk of being isolated to provide essential goods when necessary.

The Chairman of the Provincial People's Committee also requested the Chairmen of the People's Committees of communes and wards to be fully responsible if subjectivity and negligence occur in disaster prevention, control and recovery work.

The Department of Agriculture and Environment is assigned to preside over the monitoring of natural disaster developments, inspect reservoir safety, dykes and disaster prevention and control works; summarize the damage situation, advise the Provincial People's Committee to direct response and maintain 24/24 hour duty.

Relevant departments and sectors proactively ensure the safety of electricity, transportation, health, education and essential infrastructure systems; prepare forces and vehicles to serve rescue and relief; and at the same time support localities to restore production and stabilize people's lives after natural disasters.

Immediately after natural disasters occur, localities must prioritize rescuing people, searching for missing people, supporting affected households, restoring essential services, environmental sanitation, disease prevention and control, and fully statistically analyzing damage to serve as a basis for implementing support policies according to regulations.

Towards the people affected by floods

From July 16 to July 17, 2026, prolonged heavy rain occurred in Muong Than commune, Lai Chau province, causing flash floods, landslides and serious landslides, sweeping away 13 houses of people. By 5 pm on July 20, 2026, natural disasters had caused 07 deaths, 02 missing people and 08 injured people, causing heavy damage to people and property, pushing many families into extremely difficult circumstances.
