On May 13, the Provincial People's Committee issued a plan to implement the National Strategy for the Elderly until 2035, with a vision to 2045.
The plan aims to ensure rights, improve quality of life and promote the role of the elderly in modern society.
The plan to implement the National Strategy on the Elderly will focus on building a comprehensive, modern, inclusive and sustainable policy for the elderly.
In particular, it promotes the role, experience and knowledge of NCT in participating in the labor market, developing a "silver economy", while creating conditions for poor, disadvantaged, and remote NCT to access basic social services, especially in health care and social assistance.
The province aims to have at least 50% of NCT with working capacity have suitable jobs by 2030; 100% of NCT have health insurance cards; 90% receive initial health care, periodic health check-ups, and health monitoring records. In particular, all NCT that are sick or have an epidemic will be examined and treated promptly and cared for by their families and communities.
The plan also requires provincial hospitals with a scale of 50 beds or more to arrange separate examination rooms and treatment beds for NCT; at least 50% of provincial-level general and specialized hospitals have a department of geriatrics. The rate of NCT with difficult circumstances accessing health services is at least 80% per year.
The province also ensures that 100% of NCT do not have to live in temporary or dilapidated houses; all NCT are poor, without caregivers and caregivers who are fully entitled to social assistance policies according to regulations.
The implementation plan in Khanh Hoa includes 11 main groups of tasks, including a number of key areas such as assisting in vocational education, creating jobs and supporting livelihoods and housing for NCT; developing social assistance facilities, care and rehabilitation; promoting the role and potential of NCT in society; enhancing health care and health care; supporting NCT in participating in culture, sports, tourism, etc.
Khanh Hoa Provincial Department of Health will be the unit in charge of implementation, coordinating with departments, branches and localities to organize the implementation of assigned tasks. The Department of Finance advises on allocating funds according to budget capacity. The Department of Home Affairs coordinates career guidance and job introduction for NCT at the Employment Service Center.
The implementation of this plan not only contributes to comprehensive care for the elderly, but also helps Khanh Hoa province proactively adapt to the population aging process, gradually building an inclusive and sustainable society.
