On July 8, Khanh Hoa Provincial People's Council held the 2nd Session.
At the meeting, the Provincial People's Committee submitted a draft resolution amending and supplementing a number of articles of Resolution No. 01 issued in August 2025 on policies to support housing rent and travel expenses in cash for cadres, civil servants, public employees and workers after arranging the local government at 2 levels in the province.
According to the submission, the amendment of the resolution aims to remove obstacles arising after nearly a year of implementation.
In which, many cadres, civil servants, public employees and commune-level workers whose residence is 30km or more from their workplace after administrative boundaries are arranged are not eligible for support policies.
Mr. Nguyen Long Bien - Standing Vice Chairman of Khanh Hoa Provincial People's Committee - said that expanding the beneficiaries of policies aims to create motivation, retain a team of experienced, capable, and highly qualified officials to feel secure in their work and be attached to the state apparatus for a long time.
According to the draft, the subjects eligible for the policy include cadres, civil servants, public employees and employees receiving salaries from the state budget who are transferred to the new administrative center of Khanh Hoa province or are transferred, rotated, and assigned from the provincial level to the commune level, with a place of residence 30km or more from the workplace.
In addition, commune-level officials, civil servants, public employees and laborers receiving salaries from the state budget are also eligible for support.
This subject must meet the requirements after arranging administrative units and local government organizations at 2 levels with a distance from the permanent residence to the workplace of 30km or more, or must travel by two types of means of transport, one of which is waterway transport.
The draft resolution does not apply to cadres, civil servants, public employees and employees working in central agencies located in Khanh Hoa province.
In addition, there are also female workers on maternity leave or falling under the prescribed cases; people being sent to study according to the centralized system; or cases of assignment from the provincial level to the commune level but not meeting the condition of a distance of 30km or more.
After the resolution was passed, the estimated funding for supporting newly arising groups is 4.969 billion VND per year.
The total cost of policy implementation for all beneficiaries is estimated at about 54.963 billion VND per year.
