Regarding the tasks to be implemented in June and the coming time, in Appendix II, Resolution No. 148/NQ-CP, the Government has assigned specific tasks on arranging the organizational structure; arranging villages and residential groups; arranging, using, and resolving policies for non-specialized people at commune level; arranging public service units in the fields of health and education for ministries, agencies, and localities.
Accordingly, the Government requests ministries and ministerial-level agencies to complete and submit to the Government for promulgation a Decree stipulating the functions, tasks, powers and organizational structure of ministries and agencies according to their assigned functions and tasks.
Note to review and rearrange, avoid overlapping functions and tasks, and overcome the situation of fragmentation and fragmentation in state management.
Continue to streamline the internal apparatus of ministries and agencies to ensure efficiency, effectiveness, and efficiency associated with decentralization, delegation of power and decisions approving the list of public non-business units directly under the ministry.
The Government requires these tasks to be completed in June 2026.
The Government requests the People's Committees of provinces and cities to direct commune-level People's Committees to develop Projects on arranging villages and residential groups; organize to collect people's opinions in accordance with the law and submit the project to the commune-level People's Council for approval, ensuring publicity, transparency and creating consensus in implementation.

Review and comprehensively assess the quality, qualifications, and capacity of the contingent of local government officials and civil servants at the commune level; complete standards and criteria according to job position requirements according to regulations, to be completed in June 2026.
Prioritize arranging cadres and civil servants with bravery, ability to withstand pressure and experience in handling situations in complex areas with large workloads.
Resolutely prevent the situation of assigning cadres and civil servants not in accordance with their capacity and strengths.
The Government requests that this task be completed in the second quarter of 2026.
The Government also assigned the Ministry of Education and Training to direct and guide localities on plans to arrange and arrange teachers and staff to serve the operation of inter-level boarding schools in land border communes and the issue of teacher and staff payroll in the process of arranging public non-business units in the education sector.
Promptly guide enrollment, boarding and semi-boarding admissions, arrange teachers, management staff and fully prepare the necessary conditions for boarding schools to put into use and go into operation immediately after August 30, 2026 and post-investment organization and operation plans.
