From the beginning of July 2026, the 2025 Law on Drug Prevention and Control officially takes effect. This Law stipulates drug prevention and control; management of illegal drug users; drug detoxification.
At the same time, regulations on the responsibilities of individuals, families, agencies, and organizations in drug prevention and control; state management and international cooperation on drug prevention and control.
In particular, the law clearly stipulates the State's policy on drug prevention and control. Such as implementing synchronous drug prevention and control measures, combined with HIV/AIDS prevention and control and other social evils.
Strengthen propaganda and education activities on drug prevention and control; encourage organizations and individuals to participate in propaganda and education on drug prevention and control.
Prioritize resources for drug prevention and control for border areas, islands, ethnic minority and mountainous areas, areas with difficult socio-economic conditions, areas with particularly difficult socio-economic conditions and areas with complex drug situations according to Government regulations.
Policies to protect and support individuals, families, agencies, and organizations participating in drug prevention and control.
Strictly manage illegal drug users and drug addicts; encourage drug addicts to voluntarily quit drugs and treat addiction with substitute drugs.
Encourage individuals, families, agencies, and organizations to participate and support drug detoxification activities and post-drug detoxification management.
Notably, officers and soldiers of specialized agencies for drug crime prevention and control, people working in drug detoxification in public drug detoxification facilities, and reform schools are entitled to preferential regimes and policies suitable to the nature of their tasks and operating areas according to the Government's regulations.
Ensure drug detoxification costs at public drug detoxification facilities, reform schools; support non-public drug detoxification costs, drug management costs for illegal drug users, and post-drug detoxification management costs.
Encourage scientific research, technology development and application of high technology in drug prevention and control; reward individuals, organizations, and agencies with achievements in drug prevention and control.
Another policy is to exempt and reduce land rent and corporate income tax according to the provisions of law for domestic and foreign organizations and individuals investing in drug rehabilitation activities to support management after drug rehabilitation, and prevent drug relapse.
Regarding financial resources for drug prevention and control, the law clearly states that they are from the state budget; or funding, aid, investment, and donations from domestic and foreign organizations and individuals.
In addition, from the payments of drug addicts, their families and other legal financial sources.
