Khanh Hoa Provincial People's Committee is soliciting comments on the draft decision regulating the level of support for job creation and vocational training for people whose land is recovered in the area.
According to the draft, people whose land is recovered will be supported with elementary vocational training for less than 3 months with a maximum training cost support of 6 million VND/person/course (an increase of 3 million VND).
Vocational training at intermediate and college levels is supported with tuition fees for a course according to the actual level of vocational training institutions, but not exceeding the tuition ceiling for public vocational training institutions that have not yet guaranteed regular expenditure according to regulations.
Regarding the support method, the settlement dossier for elementary vocational training, training under 3 months, people whose land is recovered and registered for vocational training at training institutions because the locality where the land is recovered chooses to place an order for training, the locality will settle the cost and pay meals and travel expenses to learners.
In case the person whose land is recovered and registered for vocational training at a training institution of his/her choice shall pay the tuition fee according to the regulations of the training institution.
After completing the course, learners must settle the training costs with the local government where the land is recovered. Local authorities shall pay for training costs, meals, and travel expenses to learners according to the prescribed support level.
In case of support for college and intermediate training, people with land to reclaim, select and register for intermediate or college vocational training at appropriate training institutions. Pay tuition fees according to the regulations of the training institution, at the end of each semester, learners settle tuition fees at the local government.
Regarding the policy to support job creation, the draft also states the conditions for people whose land is recovered to be supported with domestic job creation to be consulted and introduced for free at the Khanh Hoa Provincial Employment Service Center; borrow capital to support job creation, maintenance and expansion from the National Employment Fund and other preferential credit sources according to the provisions of law.
Support preferential loans to work abroad under contracts from the Social Policy Bank with a maximum loan amount of 100% of the cost of working abroad.
Projects to support vocational training and vocational training for workers whose land is recovered were approved by the Provincial People's Committee before Decision No. 12/2024/QD-TTg dated July 31, 2024 of the Prime Minister on mechanisms and policies for job creation and vocational training for people whose land is recovered were issued, and continue to be implemented according to the instructions of the Department of Education and Training.
According to the Department of Education and Training of Khanh Hoa province, Decision No. 46/2015/QD-TTg of the Prime Minister on regulating policies to support elementary training and training under 3 months for people whose land is recovered with a maximum training support level of 3 million VND/person/current (equivalent to 2.6 times the basic salary at the time of issuance of the Decision).
This support level, built in 2015, has been 10 years and has not been adjusted. Currently, it is no longer suitable for the actual situation of price fluctuations.
Currently, the Government is also drafting a draft to amend a number of articles of Decision No. 46/2015/QD-TTg, assigning the Chairman of the Provincial People's Committee to stipulate the training level for each profession and the specific support level for each subject participating in elementary vocational training, training under 3 months.
In the draft, the maximum training support level is 6 million VND/person/course, equivalent to 2.56 times the current basic salary, which is appropriate.
