On May 19, the People's Committee of Khanh Hoa province said that it had directed to strengthen the work of preventing and combating crimes and violations of the law causing environmental pollution, requiring a general review, assessment, and strict handling of production and business establishments causing pollution.
According to the direction of the Khanh Hoa Provincial People's Committee, the Provincial Police are assigned to preside over and coordinate with relevant units and localities to implement a comprehensive plan on crime prevention and control and violations of the law in the environmental field in the area.
In the coming time, police at all levels will continue to closely coordinate with departments, branches and organizations to advise local Party committees and authorities to direct the final settlement of environmental pollution hotspots. This is to improve the effectiveness of state management, while promoting propaganda and legal education, disseminating new methods and tricks of violations in the environmental field to raise public awareness.
In the immediate future, the Provincial People's Committee requested to develop a plan to organize a peak period of propaganda on preventing and combating environmental law violations in 2025. Along with that, the authorities must conduct inspections and handle production and business establishments with signs of violations, especially those that discharge hazardous waste and discharge waste without treatment.
The Provincial People's Committee requested to focus on reviewing, detecting, statistics, classifying, and evaluating facilities at risk of causing environmental pollution, and at the same time organizing field inspections in polluted areas for timely handling, not allowing it to prolong causing public outrage.
The Department of Agriculture and Rural Development, the Department of Natural Resources and Environment and related units are assigned to coordinate in conducting periodic and surprise inspections, strictly handling violations according to regulations. Departments and branches also need to review and propose amendments to legal documents, standards, and technical norms that are no longer consistent with current environmental protection practices.
Localities at district and commune levels will be instructed to inspect the implementation of environmental protection laws at the grassroots level, and at the same time organize periodic preliminary and final reports to promptly replicate good models and effective methods in the community.
According to statistics from Khanh Hoa Provincial Police, from December 15, 2022 to December 14, 2024, the authorities have detected and administratively handled 33 environmental violations, with a total fine of billions of VND.
Common violations include: not constructing or not constructing a wastewater treatment system properly; operating in accordance with technical procedures; illegally discharging waste in heavy rain to avoid detection; discharging waste exceeding environmental standards; violating regulations on solid waste treatment, including industrial waste and hazardous waste.
Khanh Hoa province assessed that in the context of increasing pressure on socio-economic development, environmental pollution tends to develop complicatedly.
Therefore, all levels, sectors and the entire political system need to resolutely participate, tighten discipline in environmental management and protection to ensure sustainable development.
