The Chairman of Khanh Hoa Provincial People's Committee has just signed an urgent document to the People's Committees of districts, towns, cities and relevant Departments on resolving the wish-on-the- will regime for cadres, civil servants, public employees and workers (CBCCVCNLD) in the merged units in the process of organizing the two-level local government system.
Accordingly, to ensure continuity and no interruption in implementing policies and regimes according to Decree 178/2024/ND-CP, Decree 67/2025/ND-CP for civil servants and public employees working at district and commune levels, the leaders of Khanh Hoa province requested agencies and localities to urgently proactively review.
The People's Committees of districts, towns and cities compile a list of employees working at district and commune levels who wish to retire early and quit their jobs at July 1, 2025 - the time when the district-level organization is expected to be not organized according to the direction of competent authorities.
Based on the comprehensive list and the plan to arrange commune-level administrative units of Khanh Hoa province issued by competent authorities, units proactively develop a plan to assign and arrange employees named in the list of proposed policies and regimes for the new commune-level People's Committee.
The Department of Home Affairs urgently reviews, appraises, and compiles a list of employees qualified to resolve policies and regimes, which are reviewed, proposed, and submitted to the Provincial People's Committee for consideration and decision before June 18.
Khanh Hoa Provincial People's Committee also assigned the Department of Finance to urgently preside over and coordinate with relevant agencies and localities to implement processes and procedures related to the payment of funding for implementing policies and regimes according to regulations.
After the arrangement decision is made, the Provincial People's Committee will assign the Chairman of the new Commune People's Committee to carry out the related processes and procedures to resolve for these subjects until the competent authority issues new regulations on assignment and decentralization of management.
Khanh Hoa currently has a total of nearly 3,300 cadres and civil servants at the district and commune levels.
According to the plan to reorganize commune-level administrative units, Khanh Hoa province will reorganize and organize from 132 commune-level administrative units into 40 commune-level administrative units formed after the reorganization (29 communes, 10 wards, 1 special zone); the reduction rate is 69.69% (a reduction of 92 commune-level units, including 66 communes, 20 wards, 6 towns). The number of redundant employees is expected to be nearly 1,600 people.
