In November 2025, the Chairman of Khanh Hoa Provincial People's Committee issued a Directive requesting heads of departments, branches, sectors, chairmen of People's Committees of communes, wards, special zones and affiliated public service units to seriously improve working style, improve consulting quality and work handling efficiency.
The goal is to increase discipline and administrative discipline, shorten the time for processing documents, support the province to achieve the economic growth target of 8.1% in 2025 and strive for double-digit growth in the period of 2025-2030.
The Directive emphasizes the spirit of exemplary responsibility of leaders; strengthens the application of information technology and digital transformation in work processing; resolutely cuts unnecessary meetings and completes internal processes according to the "6 clear" principle.
The Chief of the Provincial People's Committee Office is assigned to monitor, urge, inspect and synthesize; coordinate with the Department of Home Affairs to propose handling responsibilities for organizations and individuals who are late, avoid and lack responsibility in performing tasks.
The heads of units must proactively monitor, urge, and promptly handle difficulties and problems; at the same time, set an example in responsibility and service spirit.
The Directive requires promoting propaganda, raising awareness and creativity of cadres, civil servants and public employees; strictly handling cases of lack of responsibility, causing delays in consulting and handling documents.
The results of the leader's task performance will be an important basis for evaluating and classifying the annual task completion level. This is a step to shift from "management according to plan" to "management according to results", clearly linking responsibility to the person directly managing.
The consultation must be associated with careful study of the dossier, clear analysis of the plan, selection of feasible solutions, impact assessment, clearly stating the legal basis and responsibility of the person implementing.
The Directive also notes that it is necessary to avoid avoiding or pushing work; cases that do not dare to advise or are afraid of responsibility will be handled according to regulations.
Regarding work organization, the Directive requires reviewing, developing and adjusting Working Regulations and internal processes according to the principle of "6 clear": clear people, clear work, clear time, clear responsibilities, clear products, clear authority.
The assignment must be specific, with timelines and criteria for evaluating the results. In particular, the application of information technology and work processing in the electronic environment is given priority to minimize paper documents, simplify processes, shorten time, and save costs.
