On the morning of July 26, on National Highway N2, the section passing through Thap Muoi commune, Dong Thap province, the Ministry of Construction coordinated with the People's Committee of Dong Thap province to organize the groundbreaking ceremony of the My An - Cao Lanh Expressway Construction Investment Project Phase 1 (Project). The project was approved by the Prime Minister and approved for investment policy adjustment in Decision No. 2203/QD-TTg dated December 27, 2021 and Decision No. 1730/QD-TTg dated December 29, 2023.
On that basis, the Ministry of Transport (now the Ministry of Construction) approved the My An - Cao Lanh Expressway Construction Investment Project Phase 1 in Decision No. 63/QD-BGTVT dated January 19, 2024.
Attending were Deputy Minister of Construction Pham Minh Ha; Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Dong Thap province Tran Tri Quang, along with leaders and former leaders of the province of relevant departments, branches and units.
The My An - Cao Lanh Expressway Construction Investment Project Phase 1 is part of the North - South Expressway in the West. The project has a route length of 26.6 km, phase 1 is invested in a 4-lane scale, with a total investment of more than VND 6,100 billion, using ODA loans from the Korean Government through the Economic Development Cooperation Fund (EDCS) and counterpart funds from the Vietnamese Government invested by the My Thuan Project Management Board.
The project implementation period is expected to be 03 years (2025 - 2028). The project has a starting point connecting to route N2 in Doc Binh Kieu commune; the end point connecting at An Binh intersection, in My Tra ward, Dong Thap province. The completion of the My An - Cao Lanh Expressway project will contribute to the gradual completion of the North - South Expressway in the West, improving transportation capacity for the Mekong Delta.
The project also creates convenient traffic connections between the Southeast and Southwestern provinces, shortens travel time, reduces transportation costs for goods, expands trade, and contributes to the goal of completing 5,000 km of expressway by 2030. Speaking at the groundbreaking ceremony, Chairman of Dong Thap Provincial People's Committee Tran Tri Quang expressed his joy when the locality had more expressways.
Along with the Cao Lanh - An Huu Expressway, the addition of the My An - Cao Lanh Expressway contributes to creating a modern infrastructure network, contributing to improving transportation capacity, attracting investment, promoting growth in Dong Thap province in particular and the Mekong Delta in general - Mr. Quang emphasized.
On this occasion, Mr. Quang also requested the provincial departments, branches and localities where the project is located to work with all people in the project area to create the most favorable conditions for investors and construction contractors; closely coordinate with investors, design consultants, supervision consultants, and construction contractors to implement the project to ensure labor safety, quality, and on schedule, and put the project into effective operation.
On behalf of the Ministry of Construction, Mr. Pham Minh Ha suggested that the People's Committee of Dong Thap province continue to pay attention to and direct the site clearance work, complete and hand over the entire clean site to the project in the third quarter of 2025. The Deputy Minister also requested the My Thuan Project Management Board to organize the management of quality, progress, and investment capital throughout the project implementation process, strictly ensuring compliance with the law, and completing procedures for exploiting materials according to a special mechanism to ensure sufficient material resources to organize project construction.
The Deputy Minister especially noted that construction contractors, supervision consultants, and design consultants need to ensure compliance with technical standards, mobilize modern machinery and equipment systems, and a team of experienced human resources to implement the project to ensure progress and quality.
