The above directive was issued at the 6th session of the Southeast Coordination Council and the 4th session of the Steering Committee for the implementation of Resolution 98 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City, taking place on August 2.
At the meeting, Prime Minister Pham Minh Chinh directed the promotion of the implementation of key infrastructure projects in the Southeast region.
The Prime Minister requested localities in the right region to work with Ho Chi Minh City to successfully implement the International Financial Center project, making efforts to start the construction of Ring Road 4 on the occasion of August 19, while speeding up the Can Gio international transit port project under the form of public-private partnership (PPP), promoting the basic completion of Long Thanh international airport in 2025.
In addition, the Prime Minister directed the Ministry of Finance and localities to carefully review problems in regional traffic projects such as the Gia Nghia - Chon Thanh expressway and the Ho Chi Minh City - Moc Bai expressway to promptly resolve them, ensuring the start of construction on schedule on the occasion of August 19.

Prime Minister Pham Minh Chinh also requested to continue studying the Loc Ninh - Bien Hoa railway line connecting Cai Mep port and Can Gio port; at the same time, study the possibility of building a metro or urban railway connecting Tan Son Nhat and Long Thanh airports.
The Ho Chi Minh City - Moc Bai (Tay Ninh) expressway project has a total length of 51.2 km, starting point connecting with Ho Chi Minh City Ring Road 3 in Cu Chi district (old), ending point intersecting with National Highway 22 in Ben Cau district (old), Tay Ninh province.
Phase 1 will invest in the construction of a 4-lane expressway, while deploying auxiliary works such as rest stops, smart traffic systems, toll collection systems, etc.
The total investment of the entire project (including interest costs) is about VND 19,617 billion, under the BOT form.
The Ho Chi Minh City - Moc Bai Expressway is expected to be completed and put into operation by the end of 2027, contributing to reducing the load on National Highway 22, synchronizing the belt road system with great capacity, ensuring safety and high speed on the Ho Chi Minh City - Tay Ninh transport corridor.
This route will connect the industrial chain - Moc Bai urban area - Ho Chi Minh City - Cai Mep port - Thi Vai, associated with the Xuyen A economic corridor, promoting the socio-economic development of Ho Chi Minh City, Tay Ninh in particular and the Southeast region in general.
The Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) expressway project has a total length of about 124 km, of which the section passing through Dak Nong province is about 23.1 km long, the section passing through Binh Phuoc province is about 101.03 km long.
The expressway is planned to have 6 lanes. The first phase will be built with 4 complete lanes; after reaching the maximum traffic volume around 2045, 2 more lanes will continue to be expanded. The total preliminary investment of the project is about VND 25,540 billion, under the BOT form.
When put into operation, this expressway will promote the socio-economic development of Dak Nong and Binh Phuoc, while strengthening the connection between the Southeast region and the Central Highlands, contributing to reducing the load on National Highway 14 - the main traffic route between the two regions.
