Many years have passed, but the story of Mr. Dao Van Sung, a Mong ethnic group, in Yen Phu commune (Tuyen Quang) voluntarily writing a petition to escape poverty despite his family's life still having many worries is still mentioned by the people.
For an ethnic minority family with many difficulties like Mr. Sung, voluntarily asking to leave the poor household was a bold decision. Therefore, all support from the State for the poor household for Mr. Sung's family will no longer exist.
"My family has been a poor household since 2013. After nearly 10 years of receiving much support from the state, the economy has also improved but has not been able to escape poverty.
I think that if I continue to receive support like this, I will never have the motivation to rise up, while I have health and land to cultivate. By 2022, I decided to apply to leave the poor household, which is also a contribution to allocating state resources to other households," Mr. Sung confided.
After writing an application to leave the poor household, Mr. Sung went to learn a construction worker, a few months later Mr. Sung mastered the job and had an income of 300,000 VND per day. Mr. Sung's wife lives in a cattle ranch and grows forests, and her life has gradually stabilized.
Mr. Sung shared: "Maybe if I had not asked to leave the poor household, I would have relied on the support of the state, without the determination to rise up by myself. Now, developing the economy with one hand and one's labor force makes it sustainable, and any situation can make it happen."
With the same thought, Mr. Nong Van Tinh's family in Yen Thuan commune (Tuyen Quang) decided to write a petition to leave the poor household amid much propaganda from relatives and neighbors. Many people agreed to support him, but some people also said he was a bad guy.
Mr. Tinh said: "I am still healthy, and I am worried about the land here not being able to develop the economy. The state's support is only partial, if we do it without self-responsibility, we will still be poor."
To put it in perspective, at the end of 2022, Mr. Tinh submitted an application to leave the poor household, and the couple packed up to work as workers in Bac Ninh. Up to now, after nearly 3 years of stable income, Mr. Tinh and his wife have accumulated to build a house, their children can go to school with peace of mind, and their economy is still improving.
In the past 5 years, in Tuyen Quang, dozens of households have voluntarily asked to leave poor households, many of which are poor ethnic minority households. This is very meaningful, adding motivation and encouragement for other poor households to make a living and escape poverty on their own.
arousing the will to strive to rise up and eliminate the relying on the ideology of poor and near-poor households has been identified by Tuyen Quang province as a key, breakthrough solution to reduce poverty quickly and sustainably in recent times.
Mr. To Hoang Linh - Deputy Director of the Department of Home Affairs of Tuyen Quang province said that in addition to state support, the efforts and determination to self-reliance of the poor play a very important role in poverty reduction.
" Functional agencies and local authorities have stepped up propaganda so that people understand that state support is only conductive. The proactiveness and self-reliance of people in creating stable livelihoods and income. Only then can poverty reduction work be truly sustainable," said Mr. Linh.
Implementing the National Target Program for Sustainable Poverty Reduction, Tuyen Quang province has developed communication and propaganda content in which it arouses the will to be proactive, to escape poverty, the role of the poor in poverty reduction work is clearly defined as both the subject and the beneficiary.
At the same time, through many creative ways, the propaganda work on the National Target Program for Sustainable Poverty Reduction in Tuyen Quang has helped the poor clearly see that the help from the State and the community is only support, the efforts and self-improvement of themselves and their families are the main tools.
