As Lao Dong Newspaper has reported, the infrastructure construction project of Residential Area No. 1 in Quyet Thang Commune (Thai Nguyen City) used a large amount of soil of unknown origin for site clearance.
Illegal mining and transportation of soil for landfill purposes takes place vigorously, mainly at night.

In addition to using land of unknown origin, the project has also made local people angry because it has been sluggish for more than a decade. Some households in the area of land clearance have not yet been relocated. The reason stems from the project's "snippy" construction style.
Mr. Nguyen Trong Thanh (Son Tien hamlet, Quyet Thang commune) said that his family is in the project planning area but has not agreed.
"The investor has come to negotiate many times, asking my family to relocate, but I have not agreed. The project has no specific plan. It started 10 years ago, but the construction is slow and unsynchronized. If there is an effective plan, people will not object.
Currently, households that have accepted land clearance do not know where to go, while everyone else is living very stably," said Mr. Thanh.

According to Mr. Thanh, the area of the project that was handed over before was rice fields. The investor occasionally compensated a little and then gradually encroached. After many years of abandoned rice fields, the project was sluggish and extremely wasteful.
According to Mr. Thanh, in early December, the project started construction again. The land was transported all night long, making people angry. The machines and equipment roared, making it impossible to sleep. Houses in the project were at risk of cracking and sinking.
Also indignant, Mr. Pham Hong Van (Son Tien hamlet, Quyet Thang commune) affirmed that he had never seen such a project, and occasionally dug a little.

"Many dilapidated houses cannot be repaired because of the planning. What kind of project is this? Every year they smear a little bit, and the construction is done piecemeal.
My point of view is to settle down and make a living. If we build a residential area, people will still support it, but there must be a clear plan and process. If the project keeps stalling and the rubber plantations are like this, no one will feel secure," said Mr. Van.
Speaking to reporters, a leader of Quyet Thang Commune People's Committee confirmed that the Residential Area No. 1 project is still unfinished and incomplete. The project was implemented in 2013 and had been extended in 2017 and 2019.
"It was expected to be completed by December 2024, but the current situation makes it very difficult to complete this year. It is likely that we will have to request a fourth extension.
The commune requested the unit to provide documents and files about the project, but the investor was very uncooperative" - this leader added.
Residential Area No. 1 Project has an area of 9.8 hectares in Quyet Thang commune, invested by Tu Son Forest Products Processing and Trading Company Limited.
The initial total investment was 65 billion VND. By 2019, the project was adjusted and the investment capital was increased to 80 billion VND.
