About 4km from the center of Thien Ke commune, deep into Thai Ba hamlet, a resort on a high hill is being formed. Many stilt houses and swimming pools have formed after a whole hill was scraped.
The resort covers an area of thousands of square meters. Inside, many stilt houses have been built spaciously, including a swimming pool.
At the time of recording, the resort campus was being planted with trees, paved with soil, and created a landscape. Dozens of workers are moving to the resort to continue building and constructing stilt houses.
Mr. Tran Tien Dung, a local resident, said that the resort was built nearly a year ago. At first, it was quite crowded with workers. However, at present, it is in the completion stage, so the regular number is only about 20 people.
"In the past, this was a vast hill of acacia. It was then turned into a resort. Although it has not yet been put into operation, there are still occasional customers coming to eat and stay. The resort has a stream that is littered with garbage, affecting the environment," said Mr. Dung.


According to Mr. Ho Huu Hanh (Thien Ke commune), "In this resort, there is a part of the land in the Tam Dao National Park planning. They just built and gradually encroached on it to make a resort. Previously, a hill and a tree conditioned the climate, keeping water and soil. Local people are very upset and worried," said Mr. Hanh.
Talking to PV of Lao Dong Newspaper, Mr. Luong Van Chien - a cadastral officer of Thien Ke commune - said that only a small part of this hill area has been granted a right to use as residential land, the rest is still land for perennial crops.
"Their construction is wrong because they are not allowed to change the purpose of land use rights. The locality has also handled it according to its authority but they continue to implement it. After that, the commune reported to the district," said Mr. Chien.
According to Mr. Chien, the district's authorities have coordinated with the commune to inspect and conduct measurements to determine the boundary at the resort for handling.
Explaining the construction encroachment on the planning of Tam Dao National Park, a cadastral officer of Thien Ke commune said that nearly half of the resort is in the planning, and stilt houses have been built.
In essence, the land was initially granted to households, then included in the national park planning. Currently, there are still overlaps and disputes between the two sides. This location is only in the planning but has not yet granted land use rights to the national park.
According to the cadastral officer of Thien Ke commune, the locality only imposed an administrative fine of 3.5 million VND for land destruction.

According to Ms. Phan Thi Binh - Vice Chairman of Thien Ke Commune People's Committee, when determining that there were violations when erecting stilt houses, the locality inspected them.
In addition to administrative sanctions for destroying the existing land, the commune also requires not to illegally construct works.
Due to limited authority, the locality has repeatedly reported to the district to resolve the illegal construction according to regulations. Recently, the district and the police have come down to verify to handle it thoroughly.
Tam Dao National Park was established in 1996 under Decision No. 136/QD-TTg of the Government.
On November 12, 2002, the Prime Minister issued Decision No. 155/2002/QD-TTg on adjusting the boundary of Tam Dao National Park at a location on a part of Thien Ke commune.
Tam Dao National Park has a large area, stretching 80km through 3 provinces of Vinh Phuc, Tuyen Quang, Thai Nguyen. The garden has a total area of nearly 33,000 hectares, mainly freshwater forests.
